2.16.010 Creation and duties.

The parks and recreation advisory committee (PRAC) is established for the purpose of advising and making recommendations to the city council regarding Fairview’s parks facilities, natural areas and open spaces, and recreation resources and activities; carrying out the authorities and activities as provided herein, or as may be additionally designated by resolution of the city council. The committee shall be responsible for, but is not limited to, the following:

A. Parks Information. Maintaining current information about park and natural resource conditions and recreation activities and programs including the following:

1. Surveying recreation needs of the community and recommending actions the city should pursue in meeting such needs.

2. Making information about park facilities and recreation opportunities available to the public to encourage city-wide park use.

B. Planning. Performing ongoing parks and recreation planning for both individual parks and periodic master planning including:

1. Identifying desirable future park locations.

2. Developing a master plan for each park site and public natural resource area.

3. Identifying park acquisition and development priorities and recommending methods of financing.

4. Reviewing the quality and condition of the ecological, geological, aesthetic and other natural resources of Fairview parks, conservation easements, and open spaces and adjacent areas and assisting the city in developing and implementing policies and plans to protect, restore and enhance these resources.

5. Developing a bi-annual strategic plan to include recommendations to city council for a capital improvement and maintenance program, along with priorities for development that will meet the near and long-term needs of the community. The Fairview public works director shall be consulted in a timely manner and prior to issuance of committee recommendations regarding park maintenance practices.

C. Advising the City Council. The parks and recreation advisory committee advises the city council on the use and management of city parks and playing fields for the sporting, cultural, and social enjoyment of the citizens of Fairview including:

1. Park funding, use, planning, acquisition, development, maintenance, and management of public park lands.

2. Establishing, evaluating and monitoring maintenance standards of city parks and advising the city council of the status of such practices.

3. Assisting in the development of park rules and regulations for the ongoing maintenance of order, safety, and decency in park and recreation facilities and programs.

4. Participating in the annual budgetary process of the city as that process pertains to parks and recreation services.

D. Coordination and Partnerships.

1. Coordinating and establishing partnerships with park neighbors, area parks providers, school districts, community organizations, governmental agencies, and others.

2. Soliciting the advice of, and coordinating with, the Fairview police department to ensure public safety in Fairview parks.

3. Working with Metro to develop a partnership and mutual shared interests in the operations of Blue Lake Park and Chinook Landing Marine Park. (Ord. 10-2010 § 1 (Att. 1); Ord. 3-2009 § 2 (Exh. 1))

2.16.020 Authority.

The parks and recreation advisory committee or its designee is authorized to do the following:

A. Approve spending on capital projects identified in a special request, park master plan, adopted park improvement list, or the adopted city-wide parks and recreation master plan consistent with and subject to the approved annual municipal budget for parks spending.

B. Exercise the authority set forth in Chapter 12.30 FMC for the administration of park activities including but not limited to issuance of permits, enforcement of park rules, and park closures.

C. Adopt resolutions and make rules and regulations, not in conflict with the ordinances of the city, as may be necessary for the control and management of park areas. Any person who feels aggrieved by any such rule or regulation may appeal to the council for amendment or repeal thereof by filing written petition with the city recorder which shall be presented to the council at its next regular meeting; however, such rule or regulation as appealed shall remain in full force and effect until such time as the council shall take appropriate action thereupon. 2.16.030 Membership and rules.

A. The committee shall consist of six regular members, one representative of the Reynolds School District, and one member of the city council, who shall be a nonvoting member. All members shall be appointed by the city council. Members shall reside, work in, own property, or own a business within Fairview. No less than a majority of members shall reside in the city of Fairview. Terms shall be for a period of three years from July 1st in the year of appointment. Whenever possible, persons will be appointed who have demonstrated interest, experience, or expertise in some area of parks, recreation or related services.

B. Member resignations will be filed with the chairperson as soon as possible after the member has decided to resign. The newly appointed member replacing the resigned position shall assume the remainder of the existing term.

C. After two consecutive unexcused absences, the chairperson will contact the committee member. The remainder of the committee shall then determine continued membership.

D. At the first meeting of each calendar year, the committee shall elect a chairperson and vice-chairperson who shall serve for a term of one year. Four members of the committee shall constitute a quorum.
