12.20.010 Person defined.

As used in this chapter, unless the context requires otherwise, “person” shall mean any person, firm or corporation. [Ord. 76 § 1, 1972.]

12.20.020 Obstructions.

No person shall place, park, deposit or leave upon any street, alley, sidewalk, curb or other way used by the public any article, thing, material or other item of property which in any way prevents, interrupts, obstructs or interferes with the free passage of pedestrian or vehicular traffic or which obstructs any motorist's view of any traffic control signs or signals or impairs any pedestrian's or motorist's view of traffic flow in the case of a cross-street. 12.20.030 Prohibited activities.

No person shall dig, trench, or excavate or maintain any ditch, hole or other opening upon any street, alley, sidewalk, curb or other way, nor allow or procure any of the foregoing described activities to be carried on any street, alley, sidewalk, curb or other way located adjacent to property owned or controlled by any person. 12.20.040 Free flow of water.

No person shall place, park, deposit or leave in any drainage ditch, creek or stream, any article, thing, material or other item or property which in any way prevents, interrupts, obstructs or interferes with the free flow of water in any such drainage ditch, creek or stream. [Ord. 76 § 4, 1972.]

12.20.050 Construction approval.

No person shall construct any cover, bridge, culvert or other type of crossing over any drainage ditch, creek or stream without first having secured the written approval of the superintendent of works and after completion of any such construction, the same shall be inspected by the superintendent of works and approved prior to the time such construction is placed in use; such construction shall be made of proper materials and of such size which, in the judgment of the superintendent of works, will in no way impede any stream or, in the event of decay or breakage, collapse into any stream, creek or ditch.
