2.56.010 Purpose—Definition of blighted areas.

(1) There are declared to be blighted areas existent to the city. There is further declared to be a need for an Urban Renewal Agency to function in the city, which Urban Renewal Agency shall be deemed to have all powers provided by Oregon Revised Statutes Chapter 457.

(2) For purposes of this declaration, blighted areas are deemed to be areas which by reason of deterioration, faulty planning, inadequate or improper facilities, deleterious land use or the existence of unsafe structures or any combination of these factors, are detrimental to the safety, health or welfare of the city.

(3) The term “blighted areas” is more particularly defined in Oregon Revised Statutes 457.010 and those definitions are incorporated in this section by reference.

2.56.020 Powers.

(1) The powers of the Urban Renewal Agency of the city as set forth in Oregon Revised Statutes Chapter 457 shall be exercised by the City Council, acting as the Urban Renewal Agency of the city.

(2) Any act of the City Council acting as the Urban Renewal Agency shall be considered the act of the Urban Renewal Agency only and not of the City Council.
