APPOINTMENT OF CITY OFFICIALS

2.15.010 Appointments.

A majority of the council may create, abolish, or combine offices of the city as necessary to the business of the city, pursuant to the 1988 Halsey Charter. [Ord. 299 § 1, 1988.]

2.15.020 City recorder.

(1) The council shall appoint the city recorder who shall serve at the pleasure of the council.

(2) The city recorder shall:

(a) Attend all council meetings unless excused by the council;

(b) Keep the council advised of the affairs and needs of the city;

(c) Serve ex-officio as clerk of the council;

(d) Keep an accurate record of the council proceedings;

(e) Sign all orders on the treasury;

(f) See that all terms of franchises, leases, contracts, permits, and privileges granted by the city are fulfilled;

(g) See that the provisions of all ordinances are administered to the satisfaction of the council;

(h) Perform the functions of the following titles as defined by state law or the ordinances of the city of Halsey:

(i) Budget officer;

(ii) Building official;

(iii) Clerk of the municipal court;

(iv) Public works director; and

(v) Treasurer.

(i) Perform such other duties as the council directs.

(3) In the recorder’s absence from the council meeting, the mayor shall appoint a clerk of the council pro tem who, while acting in that capacity, shall have all the authority and duties of the recorder. [Ord. 299 § 2, 1988.]

2.15.030 Compensation.

The compensation for the services of each city officer and each employee shall be fixed by the council. [Ord. 299 § 3, 1988.]

2.15.040 Council.

Except in council meeting, no council member may directly or indirectly, by suggestion or otherwise, attempt to influence the city recorder in the discipline of personnel, or in decisions regarding city property or contracts. [Ord. 299 § 4, 1988.]
