13.32.010 Definitions generally.

Unless the context specifically indicates otherwise, the meaning of terms used in Chapters 13.32 through 13.60 SMC shall be as set out in this chapter. (Ord. 801 Art. 1, 1983)

13.32.020 Alternate sewage disposal system.

“Alternative sewage disposal system” means alternative wastewater treatment process(es) and technique(s) which are proven methods providing for the reclaiming and reuse of water and productively recycled wastewater constituents, or otherwise eliminate the discharge of pollutants. (See Appendix E, Innovative and Alternative Technology Guidelines, EPA Innovative and Alternative Technology Assessment Manual, MCD-53.) (Ord. 801 Art. 1 § 1, 1983)

13.32.030 ASTM specifications.

All references to the form “ASTM” mean the standard specifications or methods of the American Society for Testing Materials of the serial designation indicated by the number, and, unless otherwise stated, refer to the latest adopted revision of such specification or method. 13.32.040 BOD (biochemical oxygen demand).

“BOD (biochemical oxygen demand)” means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees Centigrade, expressed in milligrams/liter (mg/l). (Ord. 801 Art. 1 § 3, 1983)

13.32.050 Building drain.

“Building drain” means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building, and conveys it to the building sewers, beginning five feet (1.5 meters) outside the inner face of the building walls. 13.32.060 Building sewer.

“Building sewer” means that part of the horizontal piping of a drainage system which extends from the end of the building drain and which receives the discharge of the building drain and conveys it to a public sewer, private sewer, individual sewage disposal system, or other point of disposal. (Ord. 801 Art. 1 § 5, 1983)

13.32.070 Domestic wastewater.

“Domestic wastewater” means wastewater of the type commonly introduced into a treatment works by residential users. (Ord. 801 Art. 1 § 6, 1983)

13.32.080 Garbage.

“Garbage” means the solid animal and vegetable wastes from the domestic and commercial preparation, cooking and dispensing of food, and from handling, storage and sale of produce. (Ord. 801 Art. 1 § 7, 1983)

13.32.090 Industrial user.

“Industrial user” means any nongovernmental, nonresidential user of a publicly owned treatment works which is identified in the Standard Industrial Classification Manual, 1972, Office of Management and Budget, as amended and supplemented, under one of the following divisions:

Division A – Agricultural, Forestry and Fishing

Division B – Mining

Division D – Manufacturing

Division E – Transportation, Communication, Electric, Gas and Sanitary Services

Division I – Services

13.32.100 Natural outlet.

“Natural outlet” means any outlet into a watercourse, pond, ditch, lake or other body of surface water or groundwater. (Ord. 801 Art. 1 § 9, 1983)

13.32.110 Operation and maintenance.

“Operation and maintenance” means activities required to assure the dependable and economical function of the treatment works.

A. “Operation” means control of the unit processes and equipment which make up the treatment works. This includes financial and personnel management, records, laboratory control, process control, safety and emergency operation planning.

B. “Maintenance” means preservation of functional integrity and efficiency of equipment and structures. This includes preventive maintenance, corrective maintenance and replacement of equipment as needed. (Ord. 801 Art. 1 § 10, 1983)

13.32.120 Person.

“Person” means any individual, firm, company, association, society, group or corporation. (Ord. 801 Art. 1 § 11, 1983)

13.32.130 pH.

“pH” means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution. (Ord. 801 Art. 1 § 12, 1983)

13.32.140 Private sewer.

“Private sewer” means a privately owned and maintained lateral sewer system normally six or eight inches in diameter, installed to serve multi-unit structures on single-ownership properties, which cannot legally be further divided, such as apartments, mobile home parks, schools and condominiums. 13.32.150 Properly shredded garbage.

“Properly shredded garbage” means the wastes from the preparation, cooking and disposing of food that has been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch (1.27 centimeters) in any dimension. 13.32.160 Public sewer.

“Public sewer” means a sewer in which all owners of abutting properties have equal rights, and which is controlled by public authority. (Ord. 801 Art. 1 § 15, 1983)

13.32.170 Replacement.

“Replacement” means expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the treatment works to maintain the capacity and performance for which such works were designed and constructed. The term “operation and maintenance” includes replacement. (Ord. 801 Art. 1 § 16, 1983)

13.32.180 Sanitary sewer.

“Sanitary sewer” means a conduit intended to carry liquid and water-carried wastes from residences, commercial buildings, industrial plants and institutions, together with minor quantities of groundwater, stormwater and surface water that are not admitted intentionally. 13.32.190 Service connection.

“Service connection” means a public sewer which has been constructed to the property line or right-of-way line from a public main for the sole purpose of providing a connection for the building sewer. (Ord. 801 Art. 1 § 18, 1983)

13.32.200 Service connection charge.

“Service connection charge” means the fee levied to cover the cost of inspection and/or construction of the sanitary sewer from the sewer main to the property line which is to be serviced, such charges to be itemized on a miscellaneous billing form. (Ord. 801 Art. 1 § 19, 1983)

13.32.210 Sewage.

“Sewage” means a combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such incidental groundwater, surface water and stormwater as may be present. (Ord. 801 Art. 1 § 20, 1983)

13.32.220 Sewage treatment plant.

“Sewage treatment plant” means any arrangement of devices and structures used for treatment of sewage. (Ord. 801 Art. 1 § 21, 1983)

13.32.230 Sewage works.

“Sewage works” means all facilities for collecting, pumping, treating and disposition of sewage. (Ord. 801 Art. 1 § 22, 1983)

13.32.240 Sewer.

“Sewer” means a pipe or conduit for carrying sewage. (Ord. 801 Art. 1 § 23, 1983)

13.32.250 Shall and may.

“Shall” is mandatory; “may” is permissive. (Ord. 801 Art. 1 § 24, 1983)

13.32.260 Slug.

“Slug” means any discharge of water, sewage or industrial waste which, in concentration of any given constituent or in quantity of flow, exceeds for any period of duration longer than 15 minutes, more than five times the average 24-hour concentration of flows during normal operation. (Ord. 801 Art. 1 § 25, 1983)

13.32.270 Storm sewer.

“Storm sewer” means a sewer designed to carry only stormwaters, surface runoff and street wash waters, and drainage. (Ord. 801 Art. 1 § 26, 1983)

13.32.280 Suspended solids.

“Suspended solids” means solids that either float on the surface of or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering. (Ord. 801 Art. 1 § 27, 1983)

13.32.290 System improvement fee.

“System improvement fee” means that fee which each customer shall pay for the right to connect to the sanitary sewer system. (Ord. 801 Art. 1 § 28, 1983)

13.32.300 Useful life.

“Useful life” means the period during which a treatment works is planned and designed to be operated. (Ord. 801 Art. 1 § 29, 1983)

13.32.310 User service charge.

“User service charge” means a charge levied on users of a treatment works, or that portion of the ad valorem taxes paid by a user, for the user’s proportionate share of the cost of operation and maintenance (including replacement) of such works under Sections 204(b)(1)(a) and 201(h)(2) of the Act, as shown in the Federal Register, page 20458, Vol. 47 No. 92, dated May 12, 1982. 13.32.320 Watercourse.

“Watercourse” means a channel in which a flow of water occurs, either continuously or intermittently. (Ord. 801 Art. 1 § 31, 1983)
