OFFENSES AGAINST PUBLIC PEACE

9.08.010 Persons and groups obstructing public ways.

A. No person or group of persons shall so gather or stand upon any sidewalk or public pathway as to prevent, impede or obstruct the free passage of pedestrian traffic.

B. No person shall obstruct any entrance to any building or loiter unnecessarily about or near any entrance, stairway or hall leading to any building.

C. No person or persons shall fail or refuse to disperse when lawfully ordered to do so by any police officer. (Ord. 467 § 16(1) – (3), 1962)

9.08.020 Cellar doors located in sidewalks.

No person shall keep or leave open any cellar door or grating of any kind located in or upon any sidewalk, except when the same is necessarily open during the immediate use thereof, and when being used such opening shall be properly guarded and protected. (Ord. 467 § 16(4), 1962)

9.08.030 Riding or tying animals in public ways.

No person, except as may be the subject of a parade permit authorized by the city, shall lead, ride, tie or fasten any goat, cow, sheep, swine or similar animal in such a manner as to permit it to remain on or go along any parking strip, sidewalk area, or public pathway.
