15.20.010 Conformity to state standards.

The policy of the city is that building construction and related activities in the city shall comply at all times with the State Building Code standards. Notwithstanding any standard affecting construction contained in a city ordinance or city policy, any standard in the State Building Code, as adopted by the Administrator of the Building Codes Agency, applies as a city requirement in the same manner as that standard applies as a state requirement. 15.20.020 Permit requirement.

No person shall engage in construction or other activity for which a permit is required by the building code, unless such construction or activity complies with all state standards, local regulations, city policies, or other requirements hereof. The standards, regulations, and requirements which shall be applicable to any construction or activity shall be those in effect at the time of permit application. 15.20.030 Adoption of state code.

The Oregon Structural Specialty Code, effective July 1, 2010, with its state-adopted appendices, except Table No. 1-A, Building Permit Fees, and except as modified below, is adopted as part of this chapter. The foregoing is referred to as the “structural code” and is composed of the 2009 International Building Code, published by the International Code Council and amended by the State Building Codes Agency. 15.20.050 Adoption of One and Two Family Dwelling Code.

The Oregon One and Two Family Dwelling Specialty Code, effective April 1, 2008, with its administrative rules and appendices, is adopted as part of this chapter. The foregoing is referred to as the “one and two family dwelling code” and is composed of the 2007 Edition of the One and Two Family Dwelling Code, published by the International Code Council, as amended by the State Building Codes Agency. 15.20.060 Adoption of State Mechanical Specialty Code.

The Oregon Mechanical Specialty Code, effective July 1, 2010, with its state-adopted appendices, is adopted as part of this chapter. The foregoing is referred to as the “mechanical code” and is composed of the 2009 Edition of the International Mechanical Code with appendices and standards, published by the International Code Council and amended by the State Building Codes Agency. 15.20.080 Adoption of State Electrical Specialty Code.

The Oregon Electrical Specialty Code, effective April 1, 2008, with its bound administrative rules and standards, is adopted as part hereof. The foregoing is referred to as the “electrical code” and is composed of the 2008 Edition of the National Electrical Code and Electrical Standards, published by the National Fire Protection Association, and the state amendments and administrative rules published by the State Building Codes Division. 15.20.090 Adoption of State Plumbing Code.

The Oregon Plumbing Specialty Code, effective April 1, 2008, with its administrative rules, appendices and standards, is adopted as part hereof. The foregoing is referred to as the “plumbing code” and is composed of the 2006 Edition of the Uniform Plumbing Code, with appendices and standards published by the International Association of Plumbing and Mechanical Officials and amended by the State Building Codes Agency. 15.20.140 Transitional housing standards.
