TRAFFIC REGULATIONS

503.01 Motor vehicles not to be driven on sidewalks.

No person shall operate or leave unattended a motor vehicle or tractor upon any sidewalk in the City of Meadville; nor shall any person operate a motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for that purpose. However, this section shall not apply to snow removal machinery or equipment which is utilized on the sidewalks in the City of Meadville for snow removal and which is not capable of being licensed under the Vehicle Code of the commonwealth of Pennsylvania which does not exceed the total live and dead loads for sidewalks as specified in the building code of the City of Meadville. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $50.00 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days. 503.02 Speed limits established.

The provisions of the Motor Vehicle Code of the commonwealth of Pennsylvania regulating the speed of vehicles shall be applicable upon all the streets and highways within the City of Meadville, except where the city council, upon the basis of traffic and engineering investigation, has determined that other speed limits shall be applicable on specified streets or in certain areas as listed on Schedule A, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so determined when signs are in place giving notice thereof.

503.03 Traffic signals at certain intersections.

At the following intersections, designated by Schedule B set forth herein, official traffic signals are hereby ratified, and traffic at such intersections shall be directed by such signals.

503.06 Left turns prohibited at certain intersections.

It shall be unlawful for the operator of any vehicle or tractor, traveling upon the first-named street, as designated in Schedule D, at any of the following intersections, as also set forth therein in Schedule D, in the direction or directions hereby indicated in each case, to make a left turn as indicated in said Schedule D.

503.07 Traffic to move in counter‑clockwise direction around Diamond Square.

All traffic shall move in a counter-clockwise direction only, around Diamond Square or upon any portion of the street surrounding such square. (Ord. 3610 § 2, 2004)

503.08 Stop intersections established.

The following intersections, as set forth in Schedule E, are established as stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named highway upon the first-named highway in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated in each case, shall come to a full stop, within a reasonable distance, before entering any such intersection.

503.09 Yield rights-of-way established.

The following intersections, as designated in Schedule F, are hereby established as yield-right-of-way intersections. An official yield sign shall be erected (or is hereby ratified if heretofore erected) in such a position as to face traffic approaching the second-named highway from the first-named highway in the direction or directions hereby indicated. All vehicles or tractors approaching such intersections upon the first-named highway in the direction or directions hereby indicated shall yield the right-of-way to any vehicle in the intersection or approaching on the second-named highway so closely as to constitute an immediate hazard during the time that the operator of such vehicle or tractor is moving across or within such intersection.
