If the actual charges for review of the plans are more than the fees paid for such work as set forth above, then the difference between the fees paid and the actual charges shall be paid by the subdivider or land developer to the order of the Borough before the final plan can be considered by the Borough Council or upon the withdrawal of the preliminary plan or final plan.

If the Borough Planning Commission or Borough Council or both deem it necessary and appropriate to obtain the services of any expert or professional person or persons not mentioned above for the review of the preliminary plan or final plan, or any part thereof, or for the inspection of the implementation of the final plan, or any part thereof, the actual costs for such services shall be paid by the subdivider or land developer to the order of the Borough in the case of review of the preliminary plan or final plan, before the approval of the final plan or as billed by the Borough upon the rejection of the final plan or withdrawal of the preliminary plan or final plan, or in the case of the inspection of the implementation of the final plan, as billed by the Borough.

Whenever possible the Borough Planning Commission or Borough Council or both shall notify the subdivider or land developer in writing of the necessity for such services and of the estimated costs for same before engaging that person or persons.

Should the bill of the Borough for fees for the inspection of the implementation of the final plan or for postage and copying remain unpaid 45 days after its presentation to the subdivider or land developer, the Council, after notice and hearing, may revoke its approval of the final plan.
