2.92.010 Establishment of the Helper City water conservancy advisory board.

There is hereby established a water conservancy advisory board that will assist the city in responsibly managing its water supply for both present and future generations. Said board will be referred to as the Helper City water conservancy advisory board (“the advisory board”) and shall be created, organized, and controlled by the following sections. 2.92.020 Mission of the advisory board.

The advisory board’s mission is to conserve, develop, protect, and assist in the management of local area water supplies for present and future generations. The purposes for which the advisory board is established are as follows:

A. To serve as a comprehensive water information resource for Helper City and its citizens.

B. To educate the city’s citizens regarding water usage and avenues to conserve it.

C. To develop programs and provide technical assistance to those requesting water conservation tips.

D. To make recommendations to the Helper City council regarding water rates, capital projects, water service standards, and other efforts promoting water conservancy.

E. To advise the public works director on water policy and educational programs.

F. To serve on additional water conservancy committees and/or boards, or attend other meetings as directed, that may assist in fulfilling the duties and obligations of the advisory board to Helper City’s citizens.

G. To participate in advocacy initiatives, not limited to, but including, local water issues, state advocacy activities, and federal advocacy initiatives. [Ord. 2022-5 § 2].

2.92.030 Composition of the advisory board.

The advisory board shall consist of no less than three and no more than six members. The members shall consist of the Helper City public works director or, in the alternative, one member of the city council to be designated by the mayor. The public works director and/or council representative shall serve as the ex officio chairman of the advisory board. The advisory board shall also consist of three to five additional members to be appointed by the mayor from among the residents of the city and/or surrounding area. The members shall each be approved by a majority of the city council. All members of the advisory board shall serve without compensation. [Ord. 2022-5 § 3].

2.92.040 Terms of office.

The term for the public works director and/or council representative shall be for four years. The terms of all other members shall be for two years and shall continue until their successors are appointed. Members may be reappointed without limitation and there shall be no restriction as to the number of terms a single member may hold. All terms shall commence on July 1st of the year in which they are appointed, so long as no more than half of the appointive members’ terms shall expire in one year. [Ord. 2022-5 § 4].

2.92.050 Organization and meetings.

A.  It shall be the duty of the chairman to preside over and conduct all meetings of the advisory board. The chairman, with the consent of the majority of the members, shall make such assignments and/or delegations for the members of the board.

B.  The following attendance requirements shall exist to constitute a quorum:

1. If the number of individuals sitting on the advisory board totals four, a minimum of three members must be in attendance; and

2. If the number of individuals sitting on the advisory board totals five or six, a minimum of four members must be in attendance.

C.  The advisory board shall meet monthly, or at such other interval as shall be determined by the advisory board to be appropriate for the transaction of all business of the board. The dates, times, and locations of all meetings shall be as determined by action of the advisory board. Meetings may also be held at the call of the chairman or at the request of two members for the transaction of business as stated in the call for the meeting.

D. Agendas for the meetings shall be approved by the chairman in consultation with the other members.

E. Minutes shall be taken by the party appointed by chairman and prepared for dispersal to all members of the advisory board. A copy shall also be provided to the Helper City recorder prior to any subsequent meetings of the advisory board.

F.  The advisory board may prepare such rules and regulations as it deems reasonably necessary for the conduct of its affairs provided, before taking effect, any such proposed rules, regulations, or changes to the same shall be submitted and approved by the Helper City council. [Ord. 2022-5 § 5].

2.92.060 Subcommittees.

Subcommittees may be formed on an as-needed basis and shall be created and organized by the chairman. The chairman shall serve as an ex officio member of all subcommittees. [Ord. 2022-5 § 6].

2.92.070 Code of ethics and requirements of law.

The advisory board and its members shall abide by any local, state, and federal laws, rules, regulations, and/or proclamations therein in effect. [Ord. 2022-5 § 7].

2.92.080 Amendments.

Any and all rules and regulations proposed by the advisory board shall be forwarded in writing to the Helper City council. The council may amend, adopt, or reject any such rules or regulations. If any such rules and regulations should be rejected, the advisory board may modify and resubmit such modified, proposed rules and regulations to the council. The Helper City council has final authority over the advisory board’s adoption of such rules and regulations. [Ord. 2022-5 § 8].
