It is the policy of the Midvale city council to regulate the issuance of local consent and alcoholic beverage licenses to the utmost extent allowed by state law. The council finds that the regulation of the sale of alcoholic beverages is in the best interest of the health, safety and welfare of the citizens of Midvale. The council further finds that more stringent regulation of retail outlets which are authorized to sell alcoholic beverages without a corresponding sale of food is in the interest of public safety.
