2.140.050 Establishment of committees.

(1) Apart from the commissions and committees otherwise established by Riverton City Code, the governing body may administratively establish, from city personnel and private individuals, committees to assist the mayor in formulating strategies, advance objectives and provide other counsel.

(2) Appointments to commissions and committees created under authority of this section shall be confirmed with the advice and consent of the city council. [Ord. 19-28 § 1 (Exh. A); Ord. 19-23 § 1 (Exh. A); Ord. 18-07 § 1 (Exh. A).]

2.140.055 Membership – Appointments – Terms of office.

(1) Appointed members shall serve a term of four years. The mayor may reappoint any member who has served a four-year term in office. A mayor who assumes his or her first term in office is encouraged to retain a sufficient number of appointees to assist with educating new incoming appointees. Members may not remain in office following the expiration of the mayor’s term in office. Members may resign from their appointment at any time and when doing so shall provide written notice to the mayor. Failure to attend three scheduled meetings in any calendar year shall be deemed a resignation by the member from their appointment.

(2) A record of all appointments, including the name of the appointee, the commission or committees to which the appointment pertains and the term of service, shall be maintained by the city recorder and made available for public inspection. 2.140.060 Vacancies.

The mayor may remove any commission or committee member for any or no reason at any time. Vacancies resulting from a removal from a committee or a commission shall be filled in the same manner as original appointees. [Ord. 19-28 § 1 (Exh. A); Ord. 19-23 § 1 (Exh. A); Ord. 18-07 § 1 (Exh. A).]

2.140.065 Service without pay.

Members of commissions and committees shall serve without pay, but may be reimbursed by the city of reasonable expenses incurred in performing their duties at the sole discretion of the mayor and city council. [Ord. 19-28 § 1 (Exh. A); Ord. 19-23 § 1 (Exh. A); Ord. 18-07 § 1 (Exh. A).]

2.140.070 Powers and duties of officers.

Commissions and committees shall elect chair, vice chair, and other officers as necessary to complete their desired objective. The mayor shall establish parameters outlining powers and duties for members. These parameters will require the approval from the city council. [Ord. 19-28 § 1 (Exh. A); Ord. 19-23 § 1 (Exh. 2.140.075 Authority.

City staff shall be administratively responsible for implementing the policies and programs recommended by the commission or committee, but only if approved by the city council. All such policies, upon recommendation for approval, shall be referred to the city council in writing for consideration. 2.140.080 Volunteer personnel deemed agents of the city.

Volunteer personnel serving as members of a commission or committee shall be deemed agents of Riverton City for the limited purpose necessary to the operation of said commission or committee. [Ord. 19-28 § 1 (Exh. A); Ord. 19-23 § 1 (Exh. A); Ord. 18-07 § 1 (Exh. A).]
