“Animal at large” means any animal, whether licensed or unlicensed, which is not under physical restraint imposed by the owner or handler when off the premises of the owner. Cats are excluded from this definition. (Ord. 2018-06 § 1 (Exh. A (part)); Ord. 2012-12 § 2 (Exh. A (part)))
