“Animal control officer” means the city’s animal control services contract provider, any person designated by the state of Utah as a “peace officer,” as defined in Section 53-13-101 et seq. of the Utah Code Annotated, as amended, or any other person designated by the city as an officer who is authorized to perform the duties specified by this title.
