“Nonprofit animal rescue organization” means:

A. Any nonprofit corporation that is exempt from taxation under Internal Revenue Code Section 501(c)(3), whose mission and practice, in whole or in significant part, is the rescue and placement of dogs, cats, or rabbits without providing payment or other compensation to a breeder or broker; or

B. Any nonprofit organization that is not exempt from taxation under Internal Revenue Code Section 501(c)(3), but is currently an active rescue partner with Midvale City, the division, Salt Lake County Shelter, or Humane Society of Utah Shelter, and whose mission and practice, in whole or in significant part, is the rescue and placement of dogs, cats, or rabbits without providing payment or other compensation to a breeder or broker.
