“Owner” means any person, partnership, corporation, or any other type of entity or association having title to, or custody of, or keeping or harboring one or more animals. An animal shall be deemed to be harbored if it is fed and sheltered for a period of twenty-four consecutive hours or more, or fed for a period of two or more days. (Ord. 2018-06 § 1 (Exh.
