REGIONAL SURFACE TRANSPORTATION BOARD
Sections:
2.100.010 Formation.
Adams County board of commissioners, city of Othello, town of Washtucna, city of Ritzville, town of Lind and town of Hatton shall:
A. Organize into the Adams County regional surface transportation board;
B. Adopt the Adams County regional surface transportation program, federal (STP) fund distribution program, dated February 28, 1994, attached to the ordinance codified in this chapter;
C. Elect the Adams County department of public works as the local lead agency;
D. Agree to meet periodically to review and select projects and allocate available resources. (Res. R-22-94 (part), 1994)
2.100.020 Financial plan.
The local agencies agree to the following financial plan:
A. Adams County shall receive one hundred percent of federal surface transportation funds allocated to the region.
B. Adams County shall pay to the city of Othello, town of Washtucna, city of Ritzville, town of Lind and town of Hatton in nonfederal funds an amount equal to ten percent of the federal surface transportation funds received, on or before March 1st of each year.
C. The funds distributed by the county to city and towns shall be on a per capita basis using the most recent population counts published by the state of Washington, office of financial management.
D. All funds received by the cities and towns shall be deposited in their respective street funds. (Res. R-22-94 (part), 1994)
