PURCHASING

A. No purchase of any labor, materials and/or services or a combination thereof, for a specific item, will exceed $7,500 without specific approval of a majority of the City Council, except expenditures for Council-approved contracts, recurring payroll obligations, utilities, telephone, fuel, and recurring Municipal Court expenses. For the above purchases, the Council authorizes the City Manager to enter into contracts or purchase orders, provided: (1) the purchase is within the adopted City budget for the department or program; (2) the purchase is reported to the City Council through the monthly claims statement of the City; and (3) the City Attorney approves the form of the agreement.
B. In those instances of purchases where there are a multitude of items being purchased to accomplish a task which include labor, materials, and/or services or a combination thereof, no purchase will exceed $7,500 without specific approval of a majority of the City Council.
C. The City Council authorizes the purchase of goods without public bidding when acquired through:
1. The Washington State Purchasing Cooperative; or
2. Another governmental unit where the City Manager and the requesting department have shown that the procurement meets the City’s requirements and represents the most favorable procurement for the City considering price and other evaluation factors.
