FINANCIAL CLAIMS AGAINST THE DISTRICT

3.30.010 Vouchers and warrants.

(1) As a general procedure, the District’s Finance Director is authorized to prepare vouchers and certify claims for payment of District expenses subject to the Board of Commissioners’ acceptance and approval of such claims. Warrants will be prepared and distributed only after such approval.

(2) For the following expenses, the District’s Finance Director is authorized to prepare vouchers, certify the claim and authorize the issuance of District checks, prior to acceptance and approval of the Board of Commissioners; provided that such expenses are contained in the District’s approved budget, do not exceed those budgeted amounts and the Finance Director submits such vouchers to the Board of Commissioners for its review at the next meeting of the Board:

(A) District payroll, including benefits and tax liabilities;

(B) Debt payments of principal and/or interest amounts;

(C) Refunds to utility customer for account overpayments;

(D) Expenses necessary to respond to emergencies;

(E) Filing fees associated with court documents and property liens which must be paid at time service is rendered;

(F) Revolving credit accounts, subject to fees, penalties and/or interest if timely payment is not made;

(G) Expenses in which the vendor offers the District a discount for early payment which will result in savings in excess of five percent or $50.00;

(H) Expenses, timely payment of which is deemed necessary, by the District’s General Manager, for the effective or efficient operation of the District. [Amended during 2016 codification; Res. 2563 §§ 1, 2, 2010].

3.30.020 Processing claims for damages.

(1) The General Manager is appointed as the District’s agent for the purposes of receiving claims for damages.

(2) The General Manager shall cause to be recorded with Snohomish County’s Auditor the identity of the General Manager, notice of such appointment, the business address of the General Manager, and the District’s normal business hours.

(3) The General Manager shall immediately process any and all claims as provided by resolution and law. [Amended during 2016 codification; Res. 2404 §§ 1 – 3, 2001].
