12.24.010 Establishment.

The city, in the exercise of its powers, had established Asotin City Park for the purpose of recreation and public use. (Ord. 00-574 § 1, 2000)

12.24.020 Rules and regulations.

All of the parks located in the city of Asotin are public parks. Reservations are for designated areas only.

The remainder of the park must remain open to the public.

RV spaces may be rented during your reservation at the city park.

A. No recreational vehicle (RV) shall be occupied overnight for commercial purpose anywhere in the city. Any action toward removal of wheels of a recreation vehicle, except temporary purposes of repair; or placement of the unit on a foundation, is prohibited.

B. All RV sites must have an RV (recreational vehicle) present at time of check-in. RVs are classified as: motor homes, fifth wheels, travel trailers, truck campers, and conversion vans. A truck and camper become two separate vehicles if the camper is removed from the bed of the truck. Patrons attempting to check in to any RV site without an RV will be turned away.

1. Water hookups (water not available October 1st through March 31st).

2. The city has fresh drinking water.

3. Lot area must be kept clean and free of debris. Occupants are responsible to leave site in good order.

4. Limit is subject to availability. The city reserves the right to remove unattended vehicles during times of flood or other natural disaster at the owner’s expense. The city reserves the right to deny usage to any person.

5. Tents, mats, rugs or any carpeting are not allowed on the grass within the city park.

a. Exceptions may be made under emergency situations.

C. Base rates include up to two licensed vehicles (truck campers will count as another vehicle if removed from the bed of the truck).

1. The maximum stay in the park is 15 days in a rolling 30-day period. In-season (April – September) rates are $45.00 per night, $15.00 per night without water/electricity. Out-of-season (October – March) is $35.00 per night, $15.00 per night without water/electricity.

Five dollars off RV spots for veterans and active military with proof of military card.

2. Check in requires valid ID. Site holder must be the first person to arrive at the site; until then no one else can go to the site.

3. Check out is 12:00 p.m.

4. Rates are subject to change.

5. There is no monthly rate.

6. Patrons having third-party delivery of an RV to a reserved campsite must provide contract information for the rental company upon check-in.

7. Campers may not “hold” campsites for parties who have not yet arrived.

D. Please secure all property whenever leaving the site. The city of Asotin and its employees assume no liability for loss or damage to property and injury to his/her person or party arising out of use of its facilities or caused by others while on the premises. The city of Asotin will not be responsible in case of fire, theft, accident or loss of any kind. It is your responsibility to advise all persons sharing the facility.

E. Vehicles parked in any location other than the vehicles’ registered campsite may be towed at the owner’s expense. This includes other empty campsites, in front of restroom buildings and/or in the roadway.

1. No parking or driving on the grass.

2. Vehicle maintenance in the RV park is prohibited.

3. Vehicles must be fully operable and not leaking any fluids.

4. Washing of RVs or other vehicles is prohibited.

5. Unauthorized vehicles, including but not limited to golf carts, go-karts, pocket-bikes or ORVs, which are not licensed for operation on the streets and highways of the state of Washington cannot be operated within the city park. Anyone driving a vehicle which is licensed within the city of Asotin must possess a valid driver’s license.

F. Receipt shall be displayed in a readily apparent location (front windshield, front door, etc.). Do not move to another site without prior approval.

G. Drinking alcoholic beverages is prohibited, unless in licensed premises, in private vehicles, or in designated areas. No alcoholic beverages are allowed in the City Park, unless the proper permit is obtained. You can apply for the banquet permit at www.lcb.wa.gov.

H. Sewer connections must be sealed. (RV sanitation station is located at Chief Looking Glass Park on First Street.) Waste water – It is unlawful to dump or to drain water from campers or trailers onto the ground.

I. Garbage is to be placed in bags and deposited into the dumpsters.

J. Children under 12 years of age must be accompanied by a parent or responsible adult.

K. All pets shall be at all times under the direct control of their owners. Pet owners shall immediately and fully clean up after their pets. Pets shall not disturb other guests. Pet owners shall not leave food available so as to attract vermin. Pets shall be kept on a leash no more than eight feet long. Pets must always be restrained by a camper, cage, and/or handheld leash.

L. Wildlife, plants and all park buildings, signs, tables and other structures are protected; removal or damage of any kind is prohibited.

M. Do not dispose of any cleaning supplies, grease, hot liquid, etc., on the grass.

N. Lost articles shall be reported to the clerk/treasurer, who shall make every reasonable effort to locate the owners.

O. Fires/grills/grilling must be kept within the designated picnic areas and attended to at all times. Coals must be disposed of in fireproof containers and removed from park grounds. No wood containing metal fasteners of any kind, or that contains any other materials including, but not limited to, treated lumber or railroad ties, may be burned in the fire pan. Fires will be extinguished and fire pans removed. All ash, wood residue, and charcoal residue must be packed out, including partially consumed charcoal briquettes. Propane fire rings and propane or charcoal barbecues are permitted.

P. Fireworks are prohibited.

Q. Engine-driven electric generators may be operated only between the hours of 8:00 a.m. and 9:00 p.m.

R. Guests who cannot abide by the above rules may be removed from the park immediately. The city of Asotin reserves the right to remove people from the premises for noncompliance of any of the rules. If removed from the park, refunds will not be issued. Actions by any person of any nature which may be dangerous, creates a health and safety problem, or disturbs others is not permitted which includes, but not limited to, any act involving a weapon, any type of perceived domestic violence, disturbing or excessive noise, intoxication, underage drinking, threatening, fighting, immoral or illegal conduct, profanity, or abusive language or conduct is not permitted and will be referred to the city of Asotin police department. Any persons engaged in any of these activities may be evicted from the city park. Violation of this section is an infraction punishable by a fine of $50.00 for the first infraction, $100.00 for the second infraction. 12.24.030 Reservations and use fees.

A. The city clerk shall establish a reservation policy for the use of the structures within the city park, including the covered structures and/or the cook shack. In addition, the city clerk, in promulgating a reservation policy, will also promulgate a policy for damage deposit that will be established by resolution. The city clerk may further adopt and establish such other further rules and regulations pertaining to the reservation and use of the referenced structures as is in the best interest of the city.

12.24.040 Hours of park closure – Penalty.

Asotin City Park shall be closed to public access nightly between 10:00 p.m. and 5:00 a.m. Violation of this section is an infraction punishable by a fine of $75.00 for the first infraction and $100.00 for the second infraction and $125.00 for the third infraction. (Ord. 16-807 § 1, 2016)

12.24.050 Exemptions.

Exemption includes a paid scheduled reservation event that has been reserved with the city of Asotin and/or overnight camping that has been paid and reserved with the city of Asotin. (Ord. 16-807 § 1, 2016)
