3.48.010 Established – Purpose.
There is established an equipment rental fund for the city which shall include an equipment rental operating account to be used as a revolving fund to he expended for salaries, wages, and operations required for the repair, maintenance, and operation of equipment and the purchase of equipment, materials, and supplies to be used in the administration and operation of the fund, and an equipment rental reserve account to be used as a revolving fund to be expended for the purchase and replacement of equipment. 3.48.020 Administration and personnel.
A. The equipment rental fund shall be administered by the public works director in accordance with the rules as established by the State Auditor.
B. There shall be employed by the city such employees as shall be necessary to carry out the function of the equipment rental fund. (Ord. 3095 §§ 2, 3, 1976.)
3.48.030 Transfer of equipment.
All trucks, passenger cars, and construction equipment presently in use and which are acquired in the future by the city departments of planning and building, engineering, municipal airport, parks and recreation, street, water, sewer, and equipment rental shall be transferred to the equipment pool operated by the public works director. Any such equipment, materials, and supplies may be rented for the use of various offices and departments of the city or by other governmental agencies. (Ord. 3095 § 4, 1976.)
3.48.040 Transfer of funds.
All funds representing those listed types of equipment of the identified departments, all accounts receivable, deposits, and outstanding obligations of the current equipment rental fund shall be transferred on July 24, 1976, to the fund established in this chapter. (Ord. 3095 § 5, 1976.)
3.48.050 Equipment use rates.
The monthly rates for equipment use will be established by the council by resolution as the council deems necessary. (Ord. 3096 § 1, 1976; Ord. 3095 § 6, 1976.)
3.48.060 Record and account keeping.
The records and accounts of the fund will be kept as directed by the council and in accordance with rules established by the State Auditor. (Ord. 3095 § 7, 1976.)
3.48.070 Compliance with city and state laws.
All purchases made from the fund shall be in accordance with ordinances of the city and laws of the state. (Ord. 3095 § 8, 1976.)
3.48.080 Operation generally.
All moneys deposited in the equipment rental operating account and in the equipment rental reserve account including amounts included therefor in the annual budget of the city, and not expended as provided in this chapter, will remain in the fund from year to year and shall not be transferred to any other fund or expended for any purpose whatsoever, except as provided in this chapter; provided, however, that any money in the equipment rental fund not currently required may be invested by the finance director. 3.48.090 Reversion to source upon abolition.
If at any time hereafter the council abolishes the equipment rental fund, all moneys on deposit shall revert to the appropriate fund of the city, i.e., the contributing department or fund. (Ord. 3095 § 10, 1976.)
