8.50.010 Definitions.
For the purposes of this chapter, certain words, terms, phrases and their derivations shall be construed as defined as follows:
“ALI” means automatic location identification, including but not limited to the caller’s telephone number, the class of phone service (residence, business, coin, PBX, etc.), the date and time of the call, the caller’s name, address and city, the routing code of the call, the pilot number, and the port or trunk on which the call is received. It also includes the name of the public safety answering point (PSAP) and the agencies that are responsible for police, fire or medical response to that address.
“ANI” means the unique number identified with the calling party’s phone.
“Centron/centrex/centraflex system (CTX)” means a telephone switching system which is a single line phone service over a dedicated central office line, delivered to individual desks in a business, with added features.
“E-911 telephone system (E-911)” means a telephone system consisting of a network, database, and on-premises equipment that is accessed by dialing 911 and that enables the reporting of police, fire, medical or other emergency situations to a public safety answering point. The system includes the capability to selectively route incoming 911 calls to the appropriate public safety answering point which operates in a defined 911 service area and the capability to provide certain caller information (“ANI” and “ALI”) to the appropriate public safety answering point.
“Fire chief” means the city of Auburn fire chief.
“Person” means and includes any natural person, his heirs, executors, administrators or assigns, and also includes a firm, partnership, association or corporation, its or their successors or assigns, or the agent of any of the aforesaid.
“Private branch exchange system (PBX)” means a private telephone switching system located on a customer’s premises and connected to a common group of incoming lines, that provides service to a number of individual telephone sets.
“Public safety answering point (PSAP)” means Valley Communication Center located at 23807 – 98th Avenue South, Kent, Washington, 98031.
“Selective routing” means the function of telephone service which directs the call to the proper PSAP, based upon the calling party’s address. (Ord. 4570 § 2 (Exh. A), 1992.)
8.50.020 Scope.
A. This chapter shall apply to all buildings, appurtenant structures and premises located within the city including: (1) those structures within which PBX/CTX systems are presently installed; (2) those structures hereinafter constructed in which telephone systems will be installed; (3) any buildings, structures or premises in which telephone systems are and/or will be installed where a new certificate of occupancy is required because of a change in use; and (4) any buildings, structures or premises in which a telephone system is installed on or after the effective date of the ordinance codified in this chapter.
B. The owner(s) and/or occupant(s) or person(s) responsible for the conditions of any existing buildings, appurtenant structures and premises in which PBX/CTX systems are presently installed shall be in compliance with the requirements of the ordinance codified in this chapter on July 1, 1995. 8.50.030 Specific location and phone number information required.
A. Every building, appurtenant structure or premises within the city shall, where a telephone system is installed, also have telephone services or products installed which will properly interface with the E-911 system by making the following ALI-ANI information available to the PSAP’s receiving screen when any party within the system calls 911:
1. Name;
2. Address which is to include building number and unit number, if applicable;
3. Telephone number;
4. City;
5. Appropriate police and fire response;
6. Class of service (PBX, coin phone, residence).
B. In addition to the above requirements, service must also be provided which will selectively route 911 calls to the appropriate PSAP jurisdiction on any phone in the building, appurtenant structure or premises.
C. All building permits issued after the effective date of the ordinance codified in this chapter shall require certification that the telephone system is capable of providing line-specific telephone number and location information. This requirement must be demonstrated before a certificate of occupancy is granted.
D. The owner(s) and/or occupant(s) or person(s) responsible for the conditions of any existing building, appurtenant structure or premises with PBX/CTX systems presently installed shall provide certification to the fire chief by July 1, 1995, that the telephone system is capable of providing the required ALI-ANI information.
E. Owners and operators of PBX/CTX systems shall provide to the fire chief a record of timely updates to the E-911 database. (Ord. 4570 § 2 (Exh. A), 1992.)
8.50.040 Enforcement – Violation – Penalty.
A. No building permit for new construction in which telephone systems will be installed shall be issued which does not conform to the requirements of this chapter.
B. No certificate of occupancy shall be issued for any buildings, structures or premises in which telephone systems are and/or will be installed where a new certificate of occupancy is required because of a change in use.
C. The provisions of this chapter and any policies promulgated thereunder shall be enforced by the fire chief or his designee, except that the fire chief or his designee may call upon any city department to aid in the implementation and enforcement of this chapter.
D. Any violation of the provisions of this chapter shall be a misdemeanor punishable in accordance with ACC 1.24.010.
E. The fire chief is authorized to adopt policies that are necessary to implement the requirements of this chapter and to carry out the duties under this chapter. (Ord. 5683 § 22, 2002; Ord. 4570 § 2 (Exh. A), 1992.)
8.50.050 Appeals.
Any party affected by a decision of the fire chief which results in the denial of a permit or a certificate of occupancy pursuant to this chapter may seek a review of that decision in the manner provided in Chapter 15.36 ACC for fire code appeals. (Ord. 4570 § 2 (Exh. A), 1992.)
8.50.060 Fees.
A. No fees shall be charged for inspection of buildings, appurtenant structures or premises for compliance with this chapter if such inspection is carried out in conjunction with any required inspection under the uniform building and fire codes as adopted in Title 15 of this code, Buildings and Construction.
B. Fees may be charged for inspecting systems in structures that were constructed prior to the enactment of the ordinance codified in this chapter. (Ord. 4570 § 2 (Exh. A), 1992.)
