2.27.010 Created.
There is created an administrative department of the city known as the public works department, which shall be under the supervision of the director of public works. (Ord. 5222 § 1 (Exh. A), 1999; 1957 code § 1.17.010.)
2.27.020 Duties.
The department of public works shall have supervision and control of:
A. The construction, operation and maintenance of all public streets, sidewalks, alleys, bridges, viaducts, highways and rights-of-way, including the placement and operation of signs, signals and lighting fixtures;
B. The construction, operation and maintenance of all public water supply, storage and distribution facilities, including water mains, pumping stations, reservoirs, wells and headworks;
C. The construction, operation and maintenance of all sanitary sewers, sewer facilities and appurtenances, including sanitary sewers, pumping stations and sewage treatment facilities;
D. The construction and maintenance of all storm sewer facilities and appurtenances, including storm sewers, drains, ditches, culverts and streams and watercourses under jurisdiction of the city;
E. The construction, maintenance and operation of all public parking lots;
F. The collection and disposal of all refuse, garbage, rubbish, swill and the cleaning of all streets and alleys including snow removal operations;
G. The administration and supervision of all building and plumbing codes;
H. The control, management and supervision of the equipment rental fund, including all associated city shops and garages;
I. The making of all necessary surveys, maps, drawings and documents and the preparation of contract drawings, specifications, cost estimates, supervision of construction and inspection for all public works construction;
J. The cleaning and maintenance of certain public buildings. (Ord. 5222 § 1 (Exh. A), 1999; 1957 code § 1.17.020.)
2.27.030 Divisions.
The department shall consist of seven divisions as follows:
A. The division of engineering shall be responsible for all engineering services, including the design and preparation of all contract drawings and specifications for all public work contracts, the preparation of cost estimates, setting the line and grades for all such construction, the supervision and inspection of all such construction, the establishment of all street, alley and walk grades, all city surveying and mapping operations, maintenance of street, water, sewer and storm sewer utility records, review of all subdivision plats for matters requiring engineering determination, processing of all local improvement districts and design of channelization and traffic-control devices.
B. The water division shall be responsible for the management, operation and maintenance of all public water supply, storage and distribution facilities.
C. The sewer/storm division shall be responsible for the management, operation and maintenance of all sanitary sewers, appurtenances, pumping stations and all treatment plant facilities, including maintenance of all storm sewers and appurtenances.
D. The street division shall be responsible for the maintenance of all streets, highways, walks, pavements, surfaces, street cleaning, street repair, snow and ice removal.
E. The solid waste division shall be responsible for recycling and the collection and disposal of garbage, rubbish and other wastes.
F. The equipment rental division shall be responsible for the management, supervision, servicing and maintenance and repair of certain municipal motor equipment.
G. The building division shall be responsible for the administration and supervision of all building and plumbing codes, code enforcement, and maintenance of certain public buildings. (Ord. 5222 § 1 (Exh. A), 1999; Ord. 2904 § 1, 1976; 1957 code § 1.17.030.)
2.27.040 Composition.
The department of public works shall be administered by the director of public works who may also serve as the city engineer. The city engineer shall have charge of the engineering division. The chief building official shall have charge of the building division. The water division supervisor shall have charge of the water division. The sewer/storm division supervisor shall have charge of the sewer/storm division. The street division supervisor shall have charge of the street division. The solid waste supervisor shall have charge of the solid waste division. The general services/fleet manager shall have charge of the equipment rental division. (Ord. 5222 § 1 (Exh. 2.27.050 Supervisory personnel – Appointments – Removals.
The director of public works and city engineer shall be appointed by the mayor. (Ord. 5635 § 7, 2002; Ord. 5222 § 1 (Exh. A), 1999; Ord. 2913 § 1, 1976; 1957 code § 1.17.050.)
2.27.060 Supervisory personnel – Salaries.
The salaries of the administrative and supervisory personnel in the department of public works shall be as determined and fixed in the annual budget of the city. (Ord. 5222 § 1 (Exh. A), 1999; 1957 code § 1.17.060.)
2.27.070 Supervisory personnel – Duties.
