A. The monthly surface and storm water utility service rate shall be as follows:

1. Small footprint residential parcel:

$7.12 per month effective on January 1, 2021;

$7.12 per month effective on January 1, 2022;

$7.12 per month effective on January 1, 2023;

$7.12 per month effective on January 1, 2024;

$7.12 per month effective on January 1, 2025;

$7.12 per month effective on January 1, 2026.

2. Medium footprint residential parcel:

$11.85 per month effective on January 1, 2021;

$11.85 per month effective on January 1, 2022;

$11.85 per month effective on January 1, 2023;

$11.85 per month effective on January 1, 2024;

$11.85 per month effective on January 1, 2025;

$11.85 per month effective on January 1, 2026.

3. Large footprint residential parcel:

$0.00395 per square foot of hard surface area per month effective on January 1, 2021;

$0.00595 per square foot of hard surface area per month effective on January 1, 2022;

$0.00613 per square foot of hard surface area per month effective on January 1, 2023;

$0.00631 per square foot of hard surface area per month effective on January 1, 2024;

$0.00647 per square foot of hard surface area per month effective on January 1, 2025;

$0.00663 per square foot of hard surface area per month effective on January 1, 2026.

4. Duplex parcel and nonresidential parcel with a hard surface area of greater than 300 square feet and less than or equal to 1,000 square feet:

$7.12 per month effective on January 1, 2021;

$7.12 per month effective on January 1, 2022;

$7.12 per month effective on January 1, 2023;

$7.12 per month effective on January 1, 2024;

$7.12 per month effective on January 1, 2025;

$7.12 per month effective on January 1, 2026.

5. Duplex parcel and nonresidential parcel with a hard surface area of greater than 1,000 square feet and less than or equal to 3,000 square feet:

$11.85 per month effective on January 1, 2021;

$11.85 per month effective on January 1, 2022;

$11.85 per month effective on January 1, 2023;

$11.85 per month effective on January 1, 2024;

$11.85 per month effective on January 1, 2025;

$11.85 per month effective on January 1, 2026.

6. Duplex parcel and nonresidential parcel with a hard surface area of greater than 3,000 square feet:

$0.00395 per square foot of hard surface area per month effective on January 1, 2021;

$0.00595 per square foot of hard surface area per month effective on January 1, 2022;

$0.00613 per square foot of hard surface area per month effective on January 1, 2023;

$0.00631 per square foot of hard surface area per month effective on January 1, 2024;

$0.00647 per square foot of hard surface area per month effective on January 1, 2025;

$0.00663 per square foot of hard surface area per month effective on January 1, 2026.

7. Duplex parcels and nonresidential parcels with a hard surface area of less than or equal to 300 square feet are exempt from the storm and surface water service rate.

8. The rate charged to the city of Bellingham’s public works street operations, road and street general services fund for city rights-of-way shall be 30 percent of the rate for comparable real property in terms of hard surface coverage. Beginning January 1, 2022, Bellingham’s public works street operations, road and street general service fund for city rights-of-way will cease to be charged for storm water services.

9. Unless otherwise abrogated by the city council, beginning January 1, 2027, and each year thereafter, the surface and storm water utility rates levied in 2026 shall continue with an annual adjustment January 1st each year, by an inflationary factor tied to the September to September All Urban Consumers (CPI-U), Seattle-Tacoma-Bremerton index. The inflationary factor shall be calculated, and rates shall be adjusted by the finance director in September of each year using 12 prior months of Consumer Price Index.

B. System Development Charge. There shall be a system development charge on each parcel of property that is developed or redeveloped within the city of Bellingham. These charges shall be:

1. Beginning January 1, 2021, $364.00 for a single-family residence for parcels with 1,000 square feet of hard surface.

2. Beginning January 1, 2021, $1,093 for a single-family residence for parcels with hard surfaces between 1,001 and 3,000 square feet of hard surface.

3. Beginning January 1, 2021, for other than a single-family house, the fee shall be calculated at the rate of $0.364 per square foot of hard surface.

This charge shall be imposed upon all parcels to be developed or redeveloped and upon additions, alterations and remodels which add 3,000 square feet or more of hard surface. The charge shall be paid prior to the issuance of building permits or obtaining other city approvals.

5. Unless otherwise abrogated by the city council, beginning January 1, 2022, and each year thereafter, the surface and storm water system development charges shall continue with an annual adjustment January 1st each year by an inflationary factor tied to the June to June All Urban Consumers (CPI-U), Seattle-Tacoma-Bremerton index. The inflationary factor shall be calculated, and charges shall be adjusted by the finance director in September of each year using 12 prior months of the Consumer Price Index.

C. The city council reserves the right to supplement or alter charges from time to time to ensure the long-term viability of the surface and storm water utility and to guarantee debt covenants are met. The charges are, and shall be, equitable, fair, and uniform.
