2.01.010 Created – Director duties.

There is created an administrative department of the city to be known as the department of administrative services and organized as follows:

A. The department shall be under the supervision of the director of administrative services, who shall be exempt from civil service, and appointed by the mayor pursuant to Charter.

B. The director of administrative services shall have the following duties and responsibilities:

1. To supervise the purchasing, central stores, information services, computer services, equipment rental and personnel services of the city;

2. To provide such additional services as may be assigned by the mayor. [Ord. 9375 § 1, 1984].

2.01.020 Division of purchasing and central stores.

There is created in the department of administrative services a division of purchasing and central stores, organized as follows:

A. The division shall be under the supervision of the purchasing manager, who shall be exempt from civil service, and appointed by the director of administrative services with the approval of the mayor.

B. The purchasing manager shall have the following duties and responsibilities:

1. Be responsible for the acquisition and disposal of supplies, materials and equipment of the city;

2. Aid the finance director in the processing of bids for city projects and acquisitions;

3. Coordinate central stores acquisitions and disbursements;

4. Provide such additional services as may be assigned by the director of administrative services.

C. The foregoing duties and responsibilities of the purchasing manager shall be in addition to, and not in lieu of, all other duties and responsibilities for that position set forth in this code. [Ord. 9375 § 1, 1984].

2.01.030 Division of information services.

A. There is created in the department of administrative services, a division of information services, which shall be under the supervision of the director of administrative services. Division staff shall have the duties and responsibilities for establishing and maintaining all information-handling services for the city, and for providing such services to other governmental agencies on a cost and time available basis.

B. In this section, the term “information” refers to information in the form of hard copy record systems, hard copy reproduction, microfilm, mail, messenger services, word processing, and other support systems needed for the collection, maintenance, and dissemination of data as determined by the director of administrative services. 2.01.040 Division of computer and communication services.

There is created in the department of administrative services, a division of computer and communication services, organized as follows:

A. The division shall be under the supervision of the manager of computer and communication services, who shall be exempt from civil service, and appointed by the director of administrative services with the approval of the mayor. The structure of the division shall be determined by the director of administrative services and approved by the mayor.

B. The manager shall have the following duties and responsibilities:

1. Establish, maintain and keep current a plan for city computer services;

2. Provide computer training for city personnel;

3. Assure that city computer equipment is properly maintained and repaired;

4. Provide computer programming services, including adaptation of software programs, for city equipment. [Ord. 9375 § 2, 1984].

2.01.050 Division of equipment rental.

There is created in the department of administrative services, a division of equipment rental, organized as follows:

A. The division shall be under the supervision of an equipment rental manager, who shall be exempt from civil service, and appointed by the director of administrative services with the approval of the mayor.

B. The equipment rental manager shall have the following duties and responsibilities:

1. Preparation of specifications for acquisition of city vehicles and equipment, with the assistance of the purchasing manager, pursuant to the city’s purchasing policy;

2. Maintenance and repair of all city vehicles and mechanical equipment, exclusive of office equipment;

3. Make recommendations to the city’s purchasing manager regarding the disposition of city vehicles and equipment pursuant to the city’s property disposition ordinance;

4. Establish rental rates to be charged for vehicles and equipment used by city departments;

5. Manage cooperative agreements with other agencies of government for the acquisition, operation, maintenance and repair of, vehicles and equipment as directed by the director of administrative services;

6. Perform such other equipment management and rental functions as may be assigned by the director of administrative services. [Ord. 9375 § 3, 1984].

2.01.060 Equipment rental fund established.

There shall be established an equipment rental fund for the operation of the equipment rental division of the city. Funds presently maintained as equipment rental funds by any of the various departments within the city shall, by virtue of this chapter, be transferred to the equipment rental fund. The general administration of the fund shall be the charge of the equipment rental manager, acting under the supervision of the director of administrative services. 2.01.070 Disposition of equipment.

Equipment for which the equipment rental division is responsible shall be disposed of in accordance with the provisions of Chapter 4.86 BMC. [Ord. 9375 § 6, 1984; Ord. 8916 § 10, 1980].

2.01.080 Division of personnel services – Personnel manager duties.

There is created in the department of administrative services, a division of personnel services, which shall be under the supervision of the personnel manager, who shall be exempt from civil service, and appointed by the director of administrative services with the approval of the mayor.

The personnel manager shall have the duties and responsibilities as follows:

A. Coordinate and direct the personnel program of the city;

B. Provide a liaison function between management and the civil service commission;

C. Provide technical support to the management labor negotiating team, including, but not limited to, the collection, organization and maintenance of data, and such contract administration functions as assigned by the director of administrative services;

D. To research, organize, and implement personnel programs in such areas as personnel orientation and training, job description analysis and employee performance evaluation;

E. To develop an “affirmative action” program to assure that discriminatory employment practices are avoided;

F. Supervise the personnel division;

G. Perform such other personnel functions as assigned by the director of administrative services.

The personnel analyst(s) designated as civil service coordinator and/or chief examiner, and the civil service commission’s recording secretary, shall be exempt from civil service; provided, that removal shall be approved by the civil service commission pursuant to rules of the commission; and provided further, that any proceedings regarding removal shall be closed to the public.
