2.27.010 Created – Direction.

There is created an administrative department of the city known as the public works department, which shall be under the supervision of the director of public works who shall have the responsibilities and duties of the maintenance and operation of the plants, streets, and services to the city, including, but not limited to:

A. The maintenance of all streets accepted for maintenance by the city and all sewers and facilities concerned solely with the stormwaters of the city;

B. The maintenance and operation of the municipal water system of the city, including sources, treatment, and distribution, both within and without the city;

C. The maintenance and operation of the municipal sanitary sewer system, including collection, treatment, and disposal both within and without the city;

D. The maintenance and operation of the municipal solid waste disposal service;

E. The maintenance of the street lights; name signs; signal lights and regulatory signs, stripes, and marks along the public ways of the city;

F. The coordination of items set forth in subsections (A) through (E) of this section, plus private utilities activities and construction to minimize public disruption and inconvenience in all streets, rights-of-way, and easements;

G. The establishment and direction, at the discretion of the director, of a pool of laborers, operators, and craftsmen, and appropriate tools and equipment necessary to implement the powers and duties set forth in this section;

H. The supervision and/or inspection of the construction of the various improvements to the public works, streets, and plants of the city. [Ord. 9375 § 5, 1984; Ord. 8485 § 1(A), 1976; Code 1980 at §§ 1.70.010, 1.70.020].

2.27.020 Director and subordinates appointment.

The director shall be appointed by the mayor and all subordinates to the director shall be appointed by the director. The termination of any of the above shall be in the same manner as for the appointment. [Ord. 8485 § 1(B), 1976; Code 1980 at § 1.70.030].

2.27.030 Appointment of supervisors and assistants.

The director of public works may appoint a principal assistant or assistants and field supervisor or supervisors to supervise the operations of any functional subdivision of the department including but not limited to streets, water, sewer, manpower, solid waste, and public works inspection. Such principal assistants and field supervisors shall be exempt from civil service. [Ord. 8485 § 1(C), 1976; Code 1980 at § 1.70.040].

2.27.040 Administrative powers and duties of director.

The administrative duties and powers conferred by the various ordinances of the city upon the board of public works and wherever the term “board of public works” appears in such ordinances shall be deemed to mean “director of public works.” [Ord. 8485 § 1(D), 1976; Code 1980 at § 1.70.050].
