17.12.010 Application requirements.

Any person desiring to subdivide land into more than nine lots shall submit an application form and eight copies of a preliminary plat to the director of planning and community development. The preliminary plat shall be drawn on 18- by 24-inch sheets drawn to scale of not less than one inch to 200 feet and shall include or be accompanied by the following:

A. Proposed name of the subdivision;

B. Name of applicant and his surveyor/engineer, and their addresses;

C. Legal description of proposed subdivision;

D. North arrow, scale and date of drawing;

E. Proposed layout, names, and right-of-way width of streets within and adjacent to the proposed subdivision;

F. The proposed layout and dimensions of lots and blocks, including the building setback lines and area in square feet contained in each lot;

G. The location, size and use of all existing and proposed public or common use areas within the subdivision and information on the proposed maintenance of such areas;

H. The location and use of all existing buildings within the subdivision indicating which buildings are to remain and which are to be removed;

I. The use and approximate locations of buildings within 50 feet of the boundaries of the proposed subdivision;

J. Property contours at five-foot intervals, or two-foot if the director deems necessary;

K. Proposals for serving each lot with water, sewers, stormwater drainage and other utilities;

L. The location of any wetlands, streams, water bodies, areas subject to flooding, unstable soils or slopes exceeding 40 percent within 100 feet of the subdivision;

M. A vicinity map extending at least 800 feet in each direction from the proposed subdivision, showing the surrounding street layout property lines, streams or watercourses and other pertinent information to assist in locating the subdivision;

N. An environmental checklist on a form provided by the city;

O. Addressed envelopes with U.S. postage stamps and a map of the property owners within a 300-foot radius of the boundaries of the proposed subdivision;

P. A fee in the amount set by city council ordinance or resolution. (Ord. 766 § 2, 1998).

17.12.020 Procedure.

Preliminary plats shall be Type 6 permits – see Chapter 14.80 BLMC. The city engineer and fire marshal shall participate in the review process. (Ord. 1230 § 4, 2007; Ord. 988 § 2, 2003).

17.12.030 Criteria.

The approval criteria for action on preliminary plat applications shall be as stated in RCW 58.17.110. (Ord. 988 § 2, 2003).
