17.04.010 Applicability.

A. It shall be unlawful for any party to effect a subdivision of land by transferring, selling, or contracting to sell any portion of a parcel or tract, whether by reference to an unrecorded plat or by metes and bounds description, unless this title has been complied with, except as excepted by RCW 58.17.040.

B. No board, public officer, or authority shall light any road, install or authorize the installation of water mains, sewers, or other public facility in any street located within the city, using public funds, unless:

1. Such street has been accepted, opened or otherwise obtained the legal status of a public street prior to the adoption of these regulations; or

2. Such street corresponds in its location to a street shown on a subdivision plat approved by the director of planning and community development and council; or

3. Said street is accepted by the city by deed. (Ord. 988 § 2, 2003).
