17.24.020 Survey monuments.
Survey monuments of standard design conforming to standard specifications for public works construction shall be placed at each corner of a subdivision and at changes in alignments of streets, and at street intersection. Lot corners shall be staked with a two-foot iron rod and a wooden guard stake or curb pin to mark the location of the rod. (Ord. 766 § 2, 1998).
17.24.030 Minimum improvements.
Minimum improvements shall consist of water systems with fire hydrants, pavement of streets with appropriate storm drainage and public sanitary sewage disposal systems, and street lights, all built to city standards and conditions for public works. Plans and specifications for all public works construction associated with the plat shall require prior approval of the city engineer. (Ord. 766 § 2, 1998).
17.24.040 Utilities.
A. Utilities are to be built and/or installed underground at locations approved by the city as outlined in BLMC 12.04.005.
B. All utilities constructed within the street right-of-way shall be built prior to final street surfacing. Laterals of underground utilities with connections to each lot line shall also be provided prior to final street surfacing. (Ord. 1283 § 3, 2008; Ord. 766 § 2, 1998).
17.24.080 Improvements – Bond required.
When the required plat improvements are substantially complete, the city may accept as a condition of final plat approval a construction bond equal to 150 percent of the estimated cost of said improvement(s) or the deposit of a certified check in equal amount, or a letter of credit or other security acceptable to the city in lieu of the improvements. The city will not accept bonds for water mains, hydrants, sewer mains, storm drains, power lines or street paving. The bond or certified check shall be released upon completion of all required improvements and acceptance by the city. (Ord. 766 § 2, 1998).
17.24.090 Improvements – Plan review and inspection fee.
The city at the discretion of the city engineer may require a fee deposit up to one percent of the estimated cost of construction to cover inspection of the public improvements in the plat. (Ord. 766 § 2, 1998).
17.24.100 Variances.
A variance (see Chapter 14.110 BLMC) from the standards set forth in Chapters 17.20 and 17.24 BLMC may be approved by the hearing examiner provided that the following criteria shall apply rather than the criteria stated in Chapter 14.110 BLMC:
A. That the land in the plat has unique topographical or physical features rendering compliance with the design standards impractical; or
B. That the variance will not change the essential nature of the general area in and around the plat or be beyond the intent of Chapters 17.08 through 17.24 BLMC. (Ord. 988 § 2, 2003; Ord. 766 § 2, 1998).
17.24.110 Plat alterations.
