1.20.010 Call for bids.

The city shall, at least annually, call for bids for the services of an official newspaper for the publication of all required public notices. The call for bids shall require that all bidders meet the minimum qualifications set out in RCW 65.16.020; provided, that the call for bids may specify additional qualifications as deemed necessary; and provided further, that the call for bids may be dispensed with and competitive bidding requirements waived pursuant to RCW 39.04.280(1)(a) if, after reviewing the city’s needs and the qualifications that would otherwise be included in the call for bids, the city clerk determines that only a single newspaper meets such qualifications, in which case such newspaper shall be designated the official newspaper pursuant to BLMC 1.20.020. 1.20.020 Designation of official newspaper.

Following the annual bid procedure required in BLMC 1.20.010, or waiver of such procedure as provided for therein with respect to single sources, the council shall award the annual contract for publication of official notices to the lowest responsible bidder meeting the requirements specified in the call for bids, or in the case of a single source, to the single newspaper meeting such qualifications. The council shall by resolution designate such newspaper as the city’s official newspaper for the following one-year period. All city notices required to be published in a newspaper, either by law or ordinance, shall be published in the official newspaper; provided, that such notices may also be published in additional newspapers.
