When signs are erected giving notice thereof, no person shall operate any vehicle with a gross weight or licensed gross weight in excess of the amount specified herein at any time upon any of the following streets or parts of streets; provided, however, it shall be permissible to operate emergency vehicles and vehicles in excess of the specified weight limit for the exclusive purpose of going to or from or delivering and/or picking up material or merchandise at a location on the street or parts of streets designated below or which can only be accessed from streets or parts of streets designated below:
