20.04.015 International Building Code adopted.
The 2006 Edition of the International Building Code, as adopted by the State Building Code Council in Chapter 51-50 WAC, as published by the International Code Council, excluding Chapter 1, is adopted. (Ord. 1986 § 2, 2007; Ord. 1926 § 5, 2004).
20.04.020 Section 403.10 of the International Building Code amended.
Section 403.10 of the International Building Code is amended to read as follows:
403.10 Standby Power. A standby power system complying with Section 2702 shall be provided for standby power loads specified in section 403.10.2. Fuel-fired emergency generator sets and associated fuel storage, including optional generator sets, located more than 75 feet above the lowest level of Fire Department vehicle access requires the approval of the Fire Code Official.

20.04.025 Section 403.10.2 of the International Building Code amended.
Section 403.10.2 of the International Building Code is amended to read as follows:
403.10.2 Standby power loads. The following are classified as standby power loads:
1. Power and lighting for the fire command center required by Section 403.8;
2. Electrically powered fire pumps;
3. Ventilation and automatic fire detection equipment for smoke-proof enclosures;
4. Smoke control system.
Standby power shall be provided for elevators in accordance with Section 3003.

20.04.030 Add new Section 403.15 to the International Building Code.
Section 403.15 is added to the International Building Code:
403.15 Smoke Control. A smoke control system meeting the requirements of Section 909 shall be provided in buildings with occupied floors more than 75 feet above the lowest level of fire department vehicle access.

20.04.035 Section 707.2, Exception 2.1, of the International Building Code amended.
Section 707.2, Exception 2.1, of the International Building Code is amended to read as follows:
707.2 Shaft enclosure required. Openings through a floor ceiling assembly shall be protected by a shaft enclosure complying with this section.
EXCEPTIONS:
2.1 Where the area of the floor opening between stories does not exceed twice the horizontal projected area of the escalator or stairway and the opening is protected by a draft curtain and closely spaced sprinklers in accordance with NFPA 13. This application is limited to openings that do not connect more than four stories in buildings not required to have smoke control systems. In buildings that are required to have smoke control systems, escalators are limited to openings that do not connect more than four stories and non-egress stairs are limited to openings that do not atmospherically connect more than two stories in buildings that are required to have smoke control systems.

20.04.040 Section 1608.1 of the International Building Code amended.
Section 1608.1 of the International Building Code is amended to read as follows:
1608.1 General. Design snow loads shall not be less than 25 psf, but design roof loads shall not be less than that determined by Section 1607.

20.04.045 Section 1704.12 of the International Building Code amended.
Section 1704.12 of the International Building Code is amended to read as follows:
1704.12 Exterior Insulation and Finish Systems (EIFS). Special inspection shall be required for all Exterior Insulation and Finish Systems (EIFS) applications. All EIFS shall be certified by the manufacturer as having been installed per the manufacturer’s installation recommendations or other agency approved by the building official. The manufacturer certification shall serve as the special inspection requirement when approved by the building official.
EXCEPTIONS:
1. Special inspections shall not be required for EIFS applications installed over masonry or concrete walls.

20.04.050 Section 3002.4 of the International Building Code amended.
Section 3002.4 of the International Building Code is amended to read as follows:
3002.4 Elevator car to accommodate ambulance stretcher. Where elevators are provided in buildings four or more stories above grade plane, four or more stories below grade plane, or in any R or I occupancy building provided with an elevator regardless of the number of stories, at least one elevator shall be provided for fire department emergency access to all floors. The elevator car shall be of such a size and arrangement to accommodate a 24-inch by 84-inch (610 mm by 1930 mm) ambulance stretcher in the horizontal, open position and shall be identified by the international symbol for emergency medical services (star of life). The symbol shall not be less than 3 inches (76 mm) high and shall be placed inside on both sides of the hoistway door frame.

20.04.055 Section 3109.4.1 of the International Building Code amended.
Section 3109.4.1 of the International Building Code is amended to read as follows:
3109.4.1 Barrier height and clearances. The top of the barrier shall be at least 60 inches above grade measured on the pool side of the barrier that faces away from the swimming pool. The maximum vertical clearance between grade and the bottom of the barrier shall be 2 inches measured on the side of the barrier that faces away from the swimming pool. Where the top of the pool structure is above grade, the barrier is authorized to be at ground level or mounted on top of the pool structure, the maximum vertical clearance between the top of the pool structure and the bottom of the barrier shall be 4 inches.

20.04.060 Section 3408.1 of the International Building Code amended.
Section 3408.1 of the International Building Code is amended to read as follows:
3408.1 Moved Buildings. Before any building or structure shall be moved into or within the city of Bothell, such building or structure shall first be inspected by the building official at the site originally occupied. Approval for moving the building or structure shall be conditioned upon it being placed on a permanent foundation within 90 days from the date it is moved into or within the city and shall further be conditioned upon meeting the requirements of this section within a time period set by the city building official, which shall not exceed six months from the date of moving.
The fee for a pre-move inspection of a building or structure shall be as established by resolution of the city. This fee shall not relieve the applicant from the duty to obtain permits for moving buildings upon roads and highways from the appropriate authorities. The permit fee for the construction of a new foundation, enlargement or remodeling of the move-in building shall be in addition to the fee described in this section.
In addition to a pre-move inspection the applicant shall comply with all other relevant city approval and permit procedures. To ensure compliance, prior to moving any building or structures into or within the city, the applicant shall file a bond or other suitable security in an amount equal to 125 percent of the approved estimated cost of all site improvements required for site approval and the estimate to bring the building or structure into compliance with the city building codes. Such bond or bonds shall set out the date of completion as specified by the building official.
In the event conditions of compliance are not completed by the time period specified herein, and no extension for completion is requested by the applicant and granted by the city council, the city shall enforce bonds posted pursuant to any and all legal and equitable remedies.
In the case where a bond has been posted to ensure compliance with the pre-building inspection requirements, the bond may be used to secure, demolish, or remove such structure. In the event the city is required to bring suit to enforce a bond posted pursuant to this section, the applicant and bonding company shall be responsible for any costs and attorney’s fees incurred by the city as a result of said action.

a. Weathering may require a higher strength concrete or grade of masonry than necessary to satisfy the structural requirements of this code. The weathering column shall be filled in with the weathering index (i.e., “negligible,” “moderate” or “severe”) for concrete as determined from the Weathering Probability Map [Figure R301.2(3)]. The grade of masonry units shall be determined from ASTM C 34, C 55, C 62, C 73, C 90, C 129, C 145, C 216 or C 652.
b. The frost line depth may require deeper footings than indicated in Figure R403.1(1). The jurisdiction shall fill in the frost line depth column with the minimum depth of footing below finish grade.
c. The jurisdiction shall fill in this part of the table to indicate the need for protection depending on whether there has been a history of local subterranean termite damage.
d. The jurisdiction shall fill in this part of the table with the wind speed from the basic wind speed map [Figure R301.2(4)]. Wind exposure category shall be determined on site-specific basis in accordance with Section R301.2.1.4.
e. The outdoor design dry-bulb temperature shall be selected from the columns of 97 1/2-percent values for winter from Appendix D of the International Plumbing Code. Deviations from the Appendix D temperatures shall be permitted to reflect local climates or local weather experience as determined by the building official.
f. The jurisdiction shall fill in this part of the table with the Seismic Design Category determined from Section R301.2.2.1.
g. The jurisdiction shall fill in this part of the table with (a) the date of the jurisdiction’s entry into the National Flood Insurance Program (date of adoption of the first code or ordinance for management of flood hazard areas), (b) the date(s) of the currently effective FIRM and FBFM, or other flood hazard map adopted by the community, as may be amended.
h. In accordance with Sections R905.2.7.1, R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1, where there has been a history of local damage from the effects of ice damming, the jurisdiction shall fill in this part of the table with “YES.” Otherwise, the jurisdiction shall fill in this part of the table with “NO.”
i. The jurisdiction shall fill in this part of the table with the 100-year return period air freezing index (BF-days) from Figure R403.3(2) or from the 100-year (99%) value on the National Climatic Data Center data table “Air Freezing Index-USA Method (Base 32° Fahrenheit)” at www.ncdc.noaa.gov/fpsf.html.
j. The jurisdiction shall fill in this part of the table with the mean annual temperature from the National Climatic Data Center data table “Air Freezing Index-USA Method (Base 32° Fahrenheit)” at www.ncdc.noaa.gov/fpsf.html.

20.04.095 Appendix Chapter G, Section AG105.2, subsection 1, of the International Residential Code amended.
Appendix Chapter G, Section AG105.2, subsection 1, of the International Residential Code is amended to read as follows:
AG105.2 Outdoor swimming pool.

20.04.145 Documents to be filed and available for public inspection.
The codes, appendices, and standards set forth in this chapter shall be filed with the department of community development, building services division, and a copy made available for use and examination by the public, pursuant to RCW 35A.12.140. 20.04.150 Violation – Penalty.
Any person, firm, corporation or organization violating any of the provisions of this chapter shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not more than $5,000 or by imprisonment not to exceed 180 days, or both such fine and imprisonment. Every day or portion thereof during which any violation of this chapter occurs or continues shall constitute a separate offense. (Ord. 1986 § 2, 2007; Ord. 1926 § 5, 2004. Formerly 20.04.185).
