2.36.010 Creation – Members.

A.    Creation. There is created a library board who shall be appointed by the city council from persons of recognized fitness for such positions. No board member shall be ineligible because of discriminatory reasons. No board member shall receive any compensation.

B.    Members. Membership of the library board will consist of seven members. Members of the board need not be city residents. Members appointed or reappointed after August 12, 1991, shall be residents of the city’s urban growth area, when adopted, and as thereafter amended, or of the city’s planning area until that time. Members of the board shall serve at the pleasure of the city council and may be removed at any time by a majority of the council. Vacancies for the remainder of unexpired terms shall be filled in the same manner in which the original appointments are made.

C.    Terms.

1.    Except as otherwise provided herein, a board member’s term of office shall be five years. All terms shall expire March 31st of the year of expiration for the individual term.

2.    The current terms for each of the seven positions shall expire in the year set forth in the chart below:

2.36.020 Definitions.

Words used in this chapter shall have the following meanings:

A.    “Board” means the library board.

B.    “Council” means the mayor and city councilmembers.

C.    “Library” means the library located within the city. (Ord. 1292 § 2, 1988).

2.36.030 Officers – Meetings – Quorum.

Immediately after their appointment, members of the board shall meet and organize by electing from the members of the board a president, secretary and such other officers as may be necessary. It is the duty of the president to preside at all meetings of the board and for the secretary to keep minutes of all meetings and proceedings of the board. A majority of the board shall constitute a quorum for the transaction of business, and the votes of a majority of the quorum shall be necessary to carry out any proposition or business. A meeting of the board shall be held at least once every other month, beginning with January of the calendar year. If necessary, special meetings may be called by the president with the consent of a majority of the board members. (Ord. 2044 § 1, 2010; Ord. 1292 § 2, 1988).

2.36.040 Powers and duties.

The board shall be advisory to the King County Library System on matters regarding Bothell Library services, but will not have any financial responsibility or authority with respect to the operations of the library, except to the extent as may be authorized by the King County Library System.
