17.04.010 Short title.

This title shall be known and may be cited as the Castle Rock zoning ordinance. [Ord. 2018-02 § 2 (Exh. A), 2018].

17.04.020 Purpose.

This title is adopted as an official land use control for the city, and is established to serve the public health, safety, and general welfare and to provide the economic, social, and aesthetic advantages resulting from an orderly planned use of land resources and represents one means of carrying out the general purposes set forth and defined in the comprehensive plan of the city, as provided for by Chapter 35.63 RCW. 17.04.030 Content.

This title shall consist of the text hereof and addition thereto; official zoning maps identified by the appropriate signature of the mayor and city clerk-treasurer of the city and marked and designated as such are filed in the offices of the city clerk-treasurer and Cowlitz County auditor. This title and all of its terms are for the purposes of administration and enforcement. Any and all amendments of the official zoning map shall also be made on the zoning map in the office of the city clerk-treasurer at the time an amendment is filed with the county auditor. If any conflict of maps and the text should arise, the following rules of interpretation shall apply:

A. When a boundary is indicated as approximately following the centerline of a railroad, street, alley or highway, the actual centerline of the railroad, street, alley or highway shall be construed to be the boundary.

B. Where a district boundary is indicated as being approximately parallel to the centerline of a railroad, street, alley or highway, the boundary shall be construed to be parallel to that centerline.

C. Where a district boundary is indicated as approximately following property lines, the actual property lines shall be construed to be the boundary.

D. Where a public street or alley is officially vacated or abandoned, the regulation applicable to the abutting property to which the vacated portion reverts shall apply to such vacated or abandoned street or alley.

E. In case uncertainty exists which cannot be determined by the application of the foregoing rules, the planning commission shall recommend, and the council shall determine, the location of the use district boundaries. [Ord. 2018-02 § 2 (Exh. A), 2018].
