13.20.010 In-town rates.
The following rates shall apply to all water supplied through metered services within the corporate limits of the town of Cathlamet, and shall be based upon a minimum monthly charge, plus an additional charge for water consumed in excess of 350 cubic feet per month.
(1) The minimum monthly charge for water service within the town of Cathlamet shall be based upon the year and the size of the meter as follows, and the minimum monthly charge shall entitle the user to up to 350 cubic feet of water per month.

The minimum charge for multiple-family dwelling units using only one meter shall be the minimum charge applicable per month as follows:

Any service in excess of a four-inch meter shall be by contract and be based upon cost of installation and length of service.
(2) In addition to the monthly minimum charge as set forth in subsection (1) of this section, there shall be charged the following consumption charge for all quantities of water consumed that exceed 350 cubic feet in any one month:

13.20.020 Rates outside corporate limits.
The following rates shall apply to all water supplied through metered services outside the corporate limits of the town of Cathlamet, and shall be based upon a minimum monthly charge, plus an additional charge for water consumed in excess of 350 cubic feet per month.
(1) The minimum monthly charge for water service outside corporate limits of the town of Cathlamet shall be based upon the year and the size of the meter as follows, and the minimum monthly charge shall entitle the user to up to 350 cubic feet of water per month.

13.20.030 Sewer rates.
(1) The monthly in-town sewer rates are $30.00 per month and shall be increased as follows:
(a) By $5.00 per month to $35.00 per month effective July 1, 2007.
(b) By an additional $5.00 per month to $40.00 per month effective January 1, 2008.
(c) By an additional $5.00 per month to $45.00 per month effective January 1, 2009.
(2) The monthly out-of-town sewer rates are $43.00 per month and shall be increased as follows:
(a) By $5.00 per month to $48.00 per month effective July 1, 2007.
(b) By an additional $5.00 per month to $53.00 per month effective January 1, 2008.
(c) By an additional $5.00 per month to $58.00 per month effective January 1, 2009.
(3) The increased revenue received from the $5.00 per month rate increase provided for in subsections (1)(c) and (2)(c) of this section becoming effective January 1, 2009, shall be deposited in the town of Cathlamet water and sewer operations fund (Account No. 401). Additional funds may be deposited in said fund from time to time as may be authorized or directed by the council, or as may be contributed for the purpose of said fund by any person, firm or corporation. 13.20.040 Meter size.
In all instances, the council shall determine the size of the meter to be installed. The minimum charge for all services shall be determined by the size of the meter and not by size of the service pipe. (Ord. 283 § 4, 1978)
13.20.050 Monthly billings.
The town of Cathlamet shall bill for water and sewer service on a monthly basis. (Ord. 417 § 1, 2000; Ord. 415 § 5, 2000; Ord. 402 § 3, 1999; Ord. 387 § 2, 1998)
13.20.060 New construction – Water/sewer hookup rates.
The town of Cathlamet hereby sets the following rates for water and sewer hookups:

13.20.065 Utility tax.
In addition to water and sewer charges imposed herein, there is added to the water and sewer bill of each customer in town or outside town, a charge equal to the utility tax imposed under Chapter 3.85 CMC (currently of three percent), or as hereafter amended. (Ord. 477 § 1, 2005)
13.20.070 Collection.
(1) Water and sewer charges billed by the town are due and payable upon receipt of the town’s billing and are delinquent as of 35 days from the billing date.
(2) Upon delinquency, the town shall send to the delinquent customer a notice of delinquency which shall convey the following information to the customer:
(a) The date upon which the notice was issued;
(b) That the customer’s account is delinquent;
(c) The amount due on the account;
(d) That the customer must pay the bill, dispute it, or contact the town and make satisfactory arrangements to pay it, within five days of the date the notice was issued;
(e) The town’s phone number, address, and hours of operation;
(f) That failure to pay or make arrangements to do so within five days may lead to disconnection by the town;
(g) A reference to this chapter.
(3) No sooner than five days after issuance and mailing of the notice of delinquency, if a customer has not paid, disputed, or satisfactorily arranged to pay a delinquent amount, the town shall disconnect the customer’s water supply.
(4) Customers disconnected under subsection (3) of this section may only be reconnected if:
(a) The customer pays or makes satisfactory arrangements to pay the delinquent amount and additional fees for disconnection and reconnection as specified in CMC 3.75.030(3); or
(b) The council so orders.
(5) The mayor shall establish a procedure to review any disputes as to delinquent bills and/or billing amounts. The customer shall be informed of the review. The review decision will be final unless appealed to the mayor in writing within five calendar days. If the appellant’s desired remedy has a monetary impact on the town of $100.00 or less, the mayor shall grant or deny the appeal in writing within 10 working days of receipt of the appeal. The mayor’s decision shall be final unless appealed in writing to the council within five working days of receipt of the mayor’s decision. Appeals with a monetary impact on the town of $100.01 or more shall be referred to the mayor, who will recommend a decision to the council within 10 working days of receipt of the appeal. The council shall consider the appeal and the mayor’s recommendation at its next regular meeting.
(6) The council’s decision shall be final in any appeal. Should the council determine that an account is delinquent, the customer may be disconnected no sooner than 24 hours after the decision of the council, unless it otherwise orders.
(7) Each water customer shall be granted a one-time-only water bill adjustment arising from undetected leaks on the customer’s side of the water meter under the following conditions:
(a) The adjustment shall be requested in writing, stating the details of how and when the leak occurred;
(b) The leak was not caused due to deliberate or negligent acts or omissions of the customer or customer’s agents;
(c) The adjustment shall be determined by calculating the prior year’s average water usage for the month and two prior months in which the leak occurred;
(d) The adjustment shall be credited to the customer’s account;
(e) Adjustment requests shall be decided by the mayor if the monetary impact on the town is $100.00 or less, and by the council with a recommendation from the mayor if the impact is $100.01 or more;
