SEWER RATE STABILIZATION ACCOUNT

13.30.010 Created.
There is hereby created within the sewer and water fund of the town of Cathlamet previously established pursuant to CMC 13.15.030, a separate account to be known as the sewer rate stabilization account. (Ord. 303 § 1, 1982)
13.30.020 Purpose.
The only purpose of the sewer rate stabilization account created by CMC 13.30.010 is to help defray the costs of maintenance and operation of the town’s municipal sewer system and to thereby maintain and stabilize sewer user charges at a reasonable rate so that such sewer user charges will not unduly burden any users of the municipal sewer system of the town of Cathlamet. 13.30.030 Source of funds.
The sewer rate stabilization account created by CMC 13.30.010 shall be funded by appropriations made by the council of the town of Cathlamet during the annual budget process. The appropriations shall be made only from revenues available to the current expense fund but shall not include any proceeds from the current expense cumulative reserve fund created in Chapter 3.15 CMC. The council shall annually establish the amount of the transfer to be made to the sewer rate stabilization account only after considering the other needs of the current expense fund. Transfers to the sewer rate stabilization account shall in no way impair the ability of the town to adequately fund the legitimate needs of the departments and programs funded by the current expense fund. 13.30.040 Specific use and administration of fund intended.
The funds so deposited within the sewer rate stabilization account created by CMC 13.30.010 shall be used only to pay the costs associated with the maintenance and operation of the municipal sewer system of the town of Cathlamet and for no other purpose. In particular, the funds within the sewer rate stabilization account shall not be used to service any portion of the debt created by the sale of the water and sewer revenue bonds authorized by Ordinance No. 300, nor shall the sewer rate stabilization account be used or administered in such a manner as to impair the town’s ability to fully perform its obligations under said Ordinance No. 300 or under any contracts made in accordance therewith.
