2.02.010 Council positions designated.

The council positions under the council-manager form of government in Centralia, as authorized by the voters on September 17, 1985, are designated by consecutive numbers 1 through 7 and shall be dealt with as separate offices for all election purposes. (Ord. 1574 § 1, 1985).

2.02.020 Council terms—Positions one through three.

The duration of the initial term of office for those persons elected to council positions one through three shall be until the second Monday in January in the first even-numbered year that follows the next general municipal elections, or as otherwise provided by law, and such positions one through three are established as at-large positions. (Ord. 1574 § 2, 1985).

2.02.030 Council terms—Positions four through seven.

A. The duration of the initial term attaching to the remaining councilmanic positions four through seven shall be until the second Monday in January, two years after the expiration of the initial terms for positions one through three, or as otherwise provided by law, so that staggered regular four-year terms will ultimately result. Council positions four through seven shall respectively represent different wards of the city as follows:

Council Position

Ward (District)

Four

No. 1—Precincts 1, 9, 11

Five

No. 2—Precincts 3, 6, 8

Six

No. 3—Precincts 2, 4, 5

Seven

No. 4—Precincts 7, 10

and such wards are established on the basis of the specific descriptions of such precincts established by the Lewis County auditor’s office, same being incorporated herein by this reference. Future annexations to the city of Centralia shall automatically be included in the appropriate ward as determined by their assignment to a voting precinct by the Lewis County auditor.

B. No person shall be eligible to hold a council position unless he or she is a registered voter of the city at the time of filing the declaration of candidacy and has been a resident of the city for a period of at least one year next preceding his or her election. No person shall be eligible for a ward (district) position unless he or she shall be a registered voter and resident of such district. An elected council person from a ward (district) must also reside in such ward (district) during his or her term of office and moving outside such ward (district) forfeits the council position. As to said ward (district) council positions, elections will be held on a ward-wide primary and ward-wide general election basis. Residence and voting within the limits of any territory which has been included in, annexed to, or consolidated with such city is construed to have been residence within the city. No councilperson shall hold within the city government any other public office or employment except as permitted under the provisions of Chapter 42.23 RCW. (Ord. 1793 § 1, 1993: Ord. 1574 § 3, 1985).

The following monthly salaries are established for such council positions:

A. Mayor: four hundred dollars per month;

B. All remaining council positions: two hundred dollars per month per position;
