15.18.010 Definitions.
As used in this chapter, the following definitions shall apply:
A. "Beneficiaries" means all new recipients of sewer service in the area commonly known as Waunch Prairie lying north of the Skookumchuck River.
B. "Fords Prairie Sewerage Improvements— 1981" means that construction designated by contract documents prepared by CH2M-Hill, consulting engineers, dated July, 1981, Job Number S 14729.B1, and awarded by the Centralia city council on September 15, 1981, in two construction schedules as follows: Schedule A, Slead-Tonneson, Inc., Schedule B, Dents Construction, Inc. The scope of this project shall also include all change orders resulting from the above contracts. Fords Prairie Sewerage Improvements—1981 and Waunch Prairie Sewerage Improvements—1983 shall be collectively referred to herein as the "projects."
C. "Multiple dwelling units" means duplexes, triplexes or similar structures containing two or more dwelling units. Mobile home parks or trailer courts which collect their sewage in private lines to a common collection point for discharge into the project within the special benefit area shall be considered a multiple dwelling unit.
D. "New recipients" means those persons, firms or corporations within the special benefit area and receiving sanitary sewer service after the date of enactment of the ordinance codified in this chapter and pursuant to the terms hereof.
E. "Service connection" shall be defined as that part of the side sewer that is located on publicly owned rights-of-way.
F. "Side sewer" shall be defined as set forth in the current ordinances of the city of Centralia.
G. "Special benefit area" shall be defined to include only those structures and dwelling units that immediately front the gravity sewer constructed as part of the projects.
H. "Waunch Prairie Sewerage Improvements—1983" means that construction designated by contract documents prepared by CH2M-Hill consulting engineers, dated April, 1983, job number S 14729.C1, and awarded by the Centralia city council on May 19, 1983. The scope of this project shall also include all change orders resulting from the above contracts. "Waunch Prairie Sewerage Improvements—1983" and "Fords Prairie Sewerage Improvements—1983" shall be referred to herein as the "projects." (Ord. 1534 § 1, 1983).
15.18.020 Schedule benefit charge.
All new recipients within the special benefit area of the project shall pay a one-time hookup fee of one thousand eight hundred dollars, in addition to all other charges in effect under other ordinances or sections of the Centralia Municipal Code for sewer services provided by the city of Centralia. New recipients with multiple dwelling units shall, in addition to the above fee, pay an additional one hundred dollars per each dwelling unit up to twenty dwelling units, plus fifty dollars for each dwelling unit above twenty units. 15.18.030 Service agreement.
In order to secure sewer service under the terms of this chapter, the potential customer must agree to abide by the terms of this chapter and other ordinances of the city of Centralia governing the charges and regulations for use of Centralia’s sanitary sewer system, as same now exist or are hereafter amended.
