2.08.010 Composition.

The city council, under the council-manager plan of government, shall be composed of seven council persons, three of whom shall occupy at-large positions and four of whom shall occupy district positions. The three council persons occupying at-large positions shall be elected by majority vote from the city at large and the four council persons occupying district positions shall be elected by majority vote from their respective districts. 2.08.020 Chairperson to be mayor.

Biennially at the first meeting of the new council the council persons shall choose a chairperson from among their number who shall have the title of mayor and shall preside at meetings of the council. In addition to the powers conferred upon said person as mayor, he or she shall continue to have all the rights, privileges, and immunities of a council person. The mayor shall be recognized as the head of the city for ceremonial purposes and by the governor for purposes of military law. The mayor shall have no regular administrative duties, but in time of public danger or emergency, if so authorized by ordinance, shall take command of the police, maintain law, and enforce order. 2.08.030 Positions – Numbering.

Council positions shall be numbered as follows:

A. Council position No. 1 – At large;

B. Council position No. 2 – At large;

C. Council position No. 3 – At large;

D. Council position No. 4 – Council District No. 1;

E. Council position No. 5 – Council District No. 2;

F. Council position No. 6 – Council District No. 3;

G. Council position No. 7 – Council District No. 4. [Ord. 735B, 2002.]

2.08.040 Council districts.

The city shall be divided into four council districts. Said districts shall be as equal in population as is reasonably possible. District population and boundaries shall be reviewed in conjunction with each federal decennial census. If the population fluctuations require redistricting, the same shall be done by ordinance not less than one month prior to the date candidates can first file for election to council positions. The district boundaries for the election of council persons are as follows:

A. Council District No. 1. Starting at the intersection of western border of city limits and SR 6/W. Main Street. Northeast and east on W. Main Street to S.W. Pacific Avenue. South on S.W. Pacific Avenue to S.W. James Street. East on S.W. James Street to S.W. Cascade Avenue. Southeast on S.W. Cascade Avenue to S.W. 1st Street. Northeast on S.W. 1st Street to S. Market Boulevard. Northwest on S. Market Boulevard and N. Market Boulevard to N.E. North Street. Northeast on N.E. North Street to N.E. Washington Avenue. Northwest on N.E. Washington Avenue to N.E. Cascade Avenue. North on N.E. Cascade Avenue to N.E. Jefferson Avenue. Southeast on N.E. Jefferson Avenue to N.E. Scenic Way. Southeast on N.E. Scenic Way to N.E. Quarry Road. Southeast on N.E. Quarry Road to N.E. William Avenue to S.W. Cascade Avenue. Northwest on S.W. Cascade Avenue to S.W. 7th Street. Northeast on S.W. 7th Street to S.W. McFadden Avenue. Northwest on S.W. McFadden Avenue to S.W. 1st Street. Northeast on S.W. 1st Street to S. Market Boulevard. Northwest on S. Market Boulevard and N. Market Boulevard to N.E. North Street. Northeast on N.E. North Street to N.E. Washington Avenue. William Avenue to S.W. 15th Street. South on S.W. 15th Street to S.W. Johnson Avenue. West on S.W. Johnson Avenue to S.W. 13th Street. North on S.W. 13th Street to S.W. Parkland Drive. 2.08.050 Qualifications.

No person shall be eligible to hold a council position unless he or she has been a registered voter and resident of the city for a period of at least one year next preceding his or her election. No person shall be eligible for a district council position unless he or she shall be a registered voter and resident of his or her respective district. Residence and voting within the limits of any territory which has been included, annexed to, or consolidated with such city or district is construed to have been residence within the city or district. A council person shall hold within the city government no other public office or employment except as permitted under the provisions of Chapter 42.23 RCW. [Ord. 735B, 2002.]

2.08.060 Meetings – Time and place.

All regular meetings of the city council shall be held in the council chambers at the Chehalis City Hall, 350 N. Market Boulevard, Chehalis, Lewis County, Washington, on the second and fourth Mondays of each month, with each regular meeting to begin at 6:00 p.m. and to continue thereafter until adjourned. 2.08.070 Salaries.

A. The salary for each elected or appointed member of the city council, other than the chairman (mayor) of the city council, shall be the sum of $100.00 per month commencing on the first day of January 1980.

B. The chairman of the city council, who is also designated by ordinance as the mayor, shall, commencing with the first day of January 1978, be paid a salary in the sum of $150.00 per month. [Ord. 735B, 2002.]
