2.80.010 Committee created.
There is hereby created and established the sister city committee, consisting of nine members serving at the pleasure of the city council, one of whom shall be a councilor appointed by the city council. The members shall serve without compensation. [Ord. 803B § 1, 2006; Ord. 533B, 1994.]
2.80.020 Powers and duties.
The powers and duties of the committee generally shall be to report to and advise the city council about all aspects of sister city activities involving the city and the town of Inasa, and to plan, develop, promote, coordinate, and maintain records of such activities, including but not limited to:
A. Visits of individuals and exchanges of delegations between the two communities;
B. Informational and educational events about the two communities, their nations, and their cultures; and
C. Any other activities which may be logical or necessary for the conduct of the sister city program and which the council may delegate from time to time. [Ord. 533B, 1994.]
2.80.030 Terms.
The eight noncouncilor members of the committee shall serve for terms of four years each; provided, that three of the initial appointees shall serve a term of two years each. Members may be reappointed to serve consecutive terms. [Ord. 803B § 1, 2006; Ord. 533B, 1994.]
2.80.040 Administration.
The committee shall establish its own meeting schedule, organize itself, and adopt its own policies and procedures, subject to generally accepted parliamentary procedure and the state’s open public meetings law. [Ord. 533B, 1994.]
2.80.050 Staff.
Staff support for the committee shall be provided by the city manager. [Ord. 533B, 1994.]
2.80.060 Funds.
The city may provide financial support from its annual operating budget to the committee for its work and activities. The committee may also accept and raise other funds for its work and activities, which funds shall be deposited with and accounted for separately by the city. [Ord. 533B, 1994.]
2.80.070 Reports to city council.
The committee shall report to the city council from time to time, including the submission of an annual report detailing its work and activities and expenditures of funds. [Ord. 533B, 1994.]
2.80.080 Formation of nonprofit organization.
The committee shall evaluate the feasibility and desirability of the eventual formation of a separate nonprofit, tax-exempt organization, which may contract with the city for the conduct of the committee’s work and activities. Such evaluation shall be conducted and presented with recommendations to the city council at no particular time. [Ord. 533B, 1994.]
