1.115.010 Regional justice center—Created.

The agreed upon Department of Corrections shall do business as the Chelan County Regional Justice Center. (Res. 2001-93, 7/9/01; Res. 2001-91, 6/26/01).

1.115.030 Booking fees.

Pursuant to RCW 70.48.390, the Chelan County board of commissioners hereby directs the Justice Center director to collect fees as follows:

(1)    Booking fee: seventy-five dollars charged at time of conviction.

(2)    Warrant fee: thirty-seven dollars charged for all local warrants.

(3)    Court Commit Fees.

(A)    One hundred twenty-five dollar processing fee for all court commits.

(B)    Seventy-four dollar daily fee for all out of county commitments.

(C)    Seventy-five dollar booking fee if applicable.

(4)    Weekend Fees.

(A)    One hundred twenty-five dollar processing fee.

(B)    Seventy-five dollar booking fee if applicable.

(C)    Seventy-five dollar weekender fee per weekend.

(D)    Seventy-four dollar daily fee for all out of county commitments.

(E)    All fees must be paid up front. The on-duty supervisor may make an exception to this.

(5)    Photocopying Fees.

(A)    Eight-and-one-half-inch by fourteen-inch page, or less: fifteen cents per page.

(B)    Greater than eight-and-one-half-inch by fourteen-inch page: one dollar per page.

(C)    Fax (eight-and-one-half-inch by eleven-inch only): one dollar per page.

(D)    Postage: actual expense.

(E)    Boxes: actual expense.

(F)    Envelopes: fifty cents each.

(6)    Work/School Release Fees.

(A)    Sixty dollar programming fee (includes first UA).

(B)    Seventy-five dollar booking fee (if applicable).

(C)    Twelve dollars plus one hour rate of pay per day for work release commitments.

(D)    Twelve dollars per day for school release commitments.

(E)    Seventy-four dollars per day for non-Chelan County commitments.

(F)    Past due debt to the jail (if applicable); special arraignments can be made by W/R staff.

(G)    Ten dollars UA fee.

(7)    Electronic Home Monitoring and GPS Fees.

(A)    Sixty dollar program fee (includes first UA).

(B)    Seventy-five dollar booking fee (if applicable).

(C)    Twelve dollars plus one hour rate of pay per day.

(D)    Fifteen dollar minimum rate for special circumstances approved by EHM staff.

(E)    Seventy-four dollars per day for non-Chelan County commitments.

(F)    Past due debt to the jail (if applicable); special arraignments can be made by EHM staff.

(G)    Additional twenty-five dollar processing fee assessed if residence changes while on the program.

(H)    Ten dollar UA fee.

(8)    Medical Fees. Fifteen dollars for every inmate-requested medical visit including contract prisoners, and except inmate workers. Five dollars for every prescription or prescription refill. Ten dollars for lab work including UAs conducted for medical purposes. The health care manager will provide control a sheet indicating which inmates need to be charged.

(9)    Haircuts and Beard Trims. The fee for haircuts and beard trims will be negotiated between the jail administration and the contract barber. Gratuity to the barber is not permitted. The inmates must fill out a property release form releasing the funds. Funds will be verified by control prior to the haircut and/or beard trim. Inmates do not get a free haircut because they are going to trial. Indigent inmates must write a kite to the director for approval. Haircuts for inmate workers will be paid for by the jail.

(10)    Notary Services. Notaries are available Monday through Friday except holidays. The fee is ten dollars per notary signature.

(11)    Property Release Fees. After twenty-four hours from the time of booking, ten dollars is charged to the recipient of the property. Inmates may request items from their property one time for no charge. After that they are charged a property release receivable of five dollars. Cell phones, clothing, etc., not permitted into the cells may not be requested.

(12)    Court-ordered UA fees: twenty dollars.

(13)    Furlough escorts: one hundred dollars per hour per correctional officer, with minimum of four hours.

The revenues collected from these fees shall be deposited to the Chelan County regional jail fund (450.001.001). (Res. 2013-12, 1/22/13).
