The agreed upon Department of Corrections shall do business as the Chelan County Regional Justice Center. (Res. 2001-93, 7/9/01; Res. 2001-91, 6/26/01).

1.115.030 Booking fees.

Pursuant to RCW 70.48.390, the Chelan County board of commissioners hereby directs the Justice Center director to collect fees as follows.

This fee change will not be retroactive for anyone that was or currently is on the program, but their fees will reduce to the new fee rate as of the date the resolution codified in this section becomes effective and the revenues collected from these fees shall be deposited to the Chelan County regional jail fund (550.001.001).

(1)    Booking fee: seventy-five dollars charged at time of the inmate’s conviction. Work release/electronic home monitoring will collect fees when booked. Do not charge them if:

(A)    They have been previously charged a fee for that conviction.

(B)    They are booked on an out of county warrant, are a contract prisoner, or ICE hold only.

(2)    Warrant fee: thirty-seven dollars charged for all local Chelan/DOC/EWPD warrants if confirmed/located by CCRJC staff.

(3)    Court Commit Fees.

(A)    One hundred twenty-five dollar processing fee for all district/superior court commits, including direct from court.

(B)    Seventy-four dollar daily fee for all out of county commitments. All fees must be paid in full prior to booking out of county commitments. The on-duty supervisor may make an exception to this.

(C)    Seventy-five dollar booking fee if applicable.

Control should never turn away a Chelan County court commit due to lack of funds.

(4)    Weekender Fees. Fees for the entire program are to be collected prior to the start of the program. Any prior jail debt owed needs to be included in the total collected. Check inmate account for debt owed.

(A)    One hundred twenty-five dollar processing fee (first weekender fee included).

(B)    Seventy-five dollar booking fee if applicable.

(C)    Seventy-five dollar weekender fee starting the second weekend and per each additional weekend.

(D)    All fees must be paid up front. The on-duty supervisor may make an exception to this.

(5)    Property Release Fees. After twenty-four hours from the time of booking, ten dollars is charged to the recipient of the property. Inmates may request items from their property one time at no charge. A five dollar fee per request, after initial fee request. Only items permitted for possession while in custody can be requested by inmates.

(6)    Court ordered furlough escorts: one hundred dollars per hour, per correctional officer, with a minimum of four hours.

(7)    Photocopying/Mail Fees.

(A)    Eight-and-one-half-inch by fourteen-inch page, or less: fifteen cents per page.

(B)    Greater than eight-and-one-half-inch by fourteen-inch page: one dollar per page.

(C)    Fax (eight-and-one-half-inch by eleven-inch only): one dollar per page.

(D)    Postage: actual expense.

(E)    Boxes: actual expense.

(F)    Envelopes: fifty cents each.

(G)    Disk/CD: actual expense.

The public records officer may waive the fee on the basis that the expense of processing the payment exceeds the costs of providing the copies.

(8)    Notary services: ten dollars per notary signature, completed upon availability of a CCRJC notary.

(9)    Haircuts and beard trims: fifteen dollars for haircuts, three dollars for beard trims, provided the inmate has available funds on their commissary account and a property release form has been completed. Inmate workers are allowed haircuts paid through the prisoner fund. Exceptions must be approved by the director or his designee.

(10)    In-house doctor/PA/nurse visits: fifteen dollars for everyone including contract prisoners, except inmate workers.

(11)    Medications: five dollars for every prescription or prescription refill.

(12)    Laboratory testing: ten dollars for lab work including UAs conducted for medical purposes.

(13)    Court-ordered UA fees: twenty dollars per UA.

(14)    Work Release Fees.

(A)    Processing fee: sixty dollars.

(B)    Booking fee: seventy-five dollars.

(C)    Non-Chelan County commitments (out of county rate per day): seventy-four dollars.

(D)    Work release (charged per day): twenty dollars.

(E)    UA fee: ten dollars.

(A)    Processing fee: sixty dollars.

(B)    Booking fee: seventy-five dollars.

(C)    Non-Chelan County commitments (out of county rate): seventy-four dollars.

(D)    School release (charged per day): fifteen dollars.

(E)    UA fee: ten dollars.

(16)    Electronic Home Monitoring and GPS Fees.

(A)    Processing fee: sixty dollars.

(B)    Booking fee: seventy-five dollars.

(C)    Electronic home monitoring (charged per day): fifteen dollars.

(D)    UA fee: ten dollars.

(E)    Change of residence fee (first change free): twenty-five dollars.

(F)    Alcohol monitoring (per day with other program): twenty-five dollars.
