PUBLIC WORKS DEPARTMENT—POLICY FOR PERFORMING WORK FOR OTHER PUBLIC AGENCIES

1.43.010 Authorized.

The public works department is authorized to perform work for other public agencies and other county departments under terms and conditions set forth in the following policy procedure. (Res. 95-88 (part), 7/17/95).

1.43.020 Work or services for other public agencies.

A.    The agency shall submit its request for services, together with a proposed detailed scope of services, to the director of the Chelan County public works department. The director shall refer the request with his/her recommendation to the board of commissioners for authorization to either reject the request or prepare an interlocal agreement between Chelan County and the agency.

B.    The director shall assign an appropriate work authorization number or county road project (CRP) number and shall keep an accurate account of all charges pertaining to the requested work.

C.    An interlocal agreement substantially in the form attached to the resolution codified in this chapter as Exhibit A shall be prepared by the director of the public works department for final board approval.

D.    The public works department shall perform such work agreed upon at a time and in a manner convenient to the department, and only if such work does not interrupt or interfere with the department’s regular schedule.

E.    Billings and payments for the services shall be as specified in the interlocal agreement and the final payment shall be received within thirty days of submittal of the final billing. (Res. 95-88 (part), 7/17/95).

1.43.030 Work or services for other Chelan County departments.

A.    A department desiring work to be performed by the public works department shall submit its request for services to the public works director. The request shall detail the requested scope of services together with an estimate of the cost of the requested services. The director of public works will review the request and submit to the board of commissioners a recommendation for acceptance or rejection of the request.

B.    Upon approval of the request the director shall assign an appropriate work authorization number or county road project (CRP) number and shall keep an accurate account of all charges pertaining to the requested work.

C.    The public works department shall perform such work agreed upon at a time and in a manner convenient to the department, and only if such work does not interrupt or interfere with the department’s regular schedule.

D.    The requesting department shall make full reimbursement to the county road fund of all expenses and costs incurred by the public works department in the performance of the requested work or services. (Res. 95-88 (part), 7/17/95).
