Article I. Generally

3.12.010 Definitions.

Definitions applied to this article shall be those definitions as listed in WAC 296-150M-0020, 296-150P-0020, 296-150F-0020 and 296-150C-0020. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 98-40 (part), 3/31/98).

3.12.020 Occupancy restrictions.

No dwelling unit designed to be transportable upon the public streets or highways which is not certified as approved by State of Washington Department of Labor and Industries attachment of a “red” or “blue” seal shall be placed for occupancy or occupied in Chelan County.

Exception:

(1)    A recreational vehicle designed and used for recreational, camping or travel use in accordance with Title 11. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 98-40 (part), 3/31/98).

3.12.030 Siting requirements.

(1)    Each manufactured home, park model home, factory-built home or commercial coach placed in Chelan County shall be placed on the parcel according to the approved plot plan described on the permit application.

(2)    Setup and installation shall comply with Chapters 296-150M, 296-150P, 296-150F and 296-150C WAC.

(3)    Skirting and skirting framing materials for “pit set” installations shall comply with the current edition of the IRC and IBC.

(4)    Site grading, landings and steps shall comply with Chapter 3.04.

(5)    A water supply and sewage disposal system shall be approved by the Chelan-Douglas health district prior to issuance of a building permit for placement. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 98-40 (part), 3/31/98).

3.12.040 Permits.

A building permit is required for the placement of a manufactured home, park model home, factory-built home or commercial coach in Chelan County. An application in the form prescribed by Chelan County department of community development and supporting documentation to demonstrate compliance with this and other pertinent chapters of this code shall be submitted. A permit specific to each structure and location will be issued upon approval of said application and receipt of required fees. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 98-40 (part), 3/31/98).

3.12.050 Fees.

The fee for each permit shall be as set forth in the Chelan County department of community development fee schedule. The Chelan County department of community development fee schedule shall be reviewed and approved via separate resolution by the board of county commissioners. (Res. 2013-43 (Att. 3.12.060 Inspections.

Each manufactured home, park model home, factory-built home or commercial coach permitted shall be subject but not limited to the following inspections:

(1)    Site location to assure compliance with approved site plan;

(2)    Footings and/or foundations as deemed necessary;

(3)    Setup and installation to verify compliance with Chapters 296-150M, 296-150P, 296-150F, and 296-150C WAC;

(4)    Skirting and skirting framing;

(5)    Final to include finish grading, landings and steps which comply with Chapter 3.04. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 98-40 (part), 3/31/98).

3.12.070 Violations.

Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor, and each person, firm or corporation shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any provision of this article as amended is committed, continued, or permitted, and upon conviction of any such violation, such person, firm or corporation shall be punishable by a fine of not more than five hundred dollars or by imprisonment for not more than ninety days. Article II. Snow Load Standards

3.12.080 Additional building standards for manufactured homes.

The following snow load standards shall apply to manufactured homes:

(1)    Title 3, Chelan County Code.

(2)    International Residential Code, Chapter 3, Section R301, Design Criteria. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 2010-101, 11/2/10).

3.12.090 Snow load standards for manufactured homes and park model homes shall apply in certain regions of Chelan County.

The above-mentioned snow load standards for manufactured homes and park model homes shall be implemented in the following areas of Chelan County:

(1)    Unincorporated areas of Chelan County.

(2)    City and county urban growth areas (UGA). (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 2010-101, 11/2/10).

3.12.100 Approved options for complying with Chelan County snow load standards.

Approved options for complying with Chelan County snow load standards are:

(1)    Installation of a manufactured home or park model home which complies with Chelan County snow load design requirements; or

(2)    Provide a structure over the top of the manufactured home or park model home which complies with Chelan County snow load design requirements. (Res. 2013-43 (Att. A)(part), 5/21/13: Res. 2010-101, 11/2/10).
