4.08.010 Definitions.

(1)    “Urban” means land use developments, including residences and commercial or manufacturing where the population density is equivalent to one dwelling unit per net acre or a minimum of five persons per acre. Urban also means any land development that includes stores, shopping areas, and manufacturing facilities of a city type concentration.

(2)    “Population concentration” means any land development in any portion of the county where the density of population shall be equivalent to five persons per acre or where residential development shall equal one dwelling unit per net acre.

(3)    “Environmental health facilities” as used herein means or refers to approved public water and sewage treatment systems, solid waste disposal, and air pollution control.

(4)    “On-site sewage disposal system” means any method of disposal other than a public system located upon a tract less than one acre in size or where there are five or more persons living upon said acre.

(5)    “Approved sanitary sewer system” means a public sewage collection and treatment facility. This does not mean a septic tank, or an Imhoff tank.

(6)    “Pollution” means an undesirable change in the physical, chemical, or biological characteristics of our water that may or will harmfully affect human life or that of other desirable species. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.020 Intent.

The declared intent of the Chelan County planning commission and the Chelan-Douglas board of health is set forth in the following sections. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.030 Urban development.

All development in Chelan County of an urban character and/or of a population concentration shall require urban environmental health facilities and services. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.040 Urban areas—Sewer and domestic water service.

All present and future urban areas and/or population concentrations shall have sewer and domestic water service scheduled as follows:

(a)    The undertaking of comprehensive planning studies to include the location and limits of urbanization and/or population concentrations.

(b)    The undertaking of engineering studies and plans for domestic water and sewer systems, surface and water drainage in accordance with the comprehensive planning studies.

(c)    The development of financing programs for water and sewer service. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.050 Sewer connections.

Where engineering plans for sewer systems for the urban areas and/or population concentrations are completed, any new developments shall require the installation of “dry-sewers” or the connection to an “approved sanitary sewer system.” (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.060 On-site sewage disposal.

On-site sewage disposal systems will no longer be permitted in urban places except where “dry-sewers” are installed, or as approved by the Chelan-Douglas health district. On-site sewage systems shall not be permitted in areas where, under the most adverse circumstances the depth to ground water is five feet or less, or if any portion of the system is within one hundred feet horizontally of any lake, stream, or river, except as approved by the Chelan-Douglas health district. 4.08.070 Subdivisions—Proximity to sewer.

No subdivisions of an urban density shall be allowed beyond the limits of an existing or available “approved sanitary sewer system” and water service. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.080 Plats—Specifications on public water systems.

All plats filed for approval with the Chelan County planning department shall include engineering reports, plans, and specifications on public water systems and appurtenances, which plans and specifications shall be reviewed and approved by the state department of health. Such systems shall be constructed and shall be operable before any home in the subdivision is occupied. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.090 Review of subdivision plats.

All subdivision plats shall receive review and recommendation by a subdivision committee, composed of the planning director, county engineer, health officer or their designated representative, representative of any other local governmental service agency dealing in matters of environmental health within whose jurisdiction the plat is located, together with the developer prior to submission to the city or county planning commission. 4.08.100 Approval of subdivision by health district.

All development whether as a subdivision, other residential, commercial, or industrial, adjacent to any body of water, stream, river, lake or reservoir shall require Chelan-Douglas health district approval. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.110 Treatment of surface waters.

As a minimum, all surface waters which are to be used for domestic supply, should be subjected to coagulation, filtration, and disinfection, or equivalent treatment. All sewage should be subjected to at least secondary treatment and disinfection or its equivalent prior to discharge to a watercourse or stream. However, no further discharge of sewage effluent, treated or untreated, should be permitted to enter any of the principal lakes in Chelan County. However, in the case of boats or other watercraft, such sewage and/or human waste may be discharged into said waters only if adequately treated to prevent water pollution by a device or facility approved by the Chelan-Douglas health district. 4.08.120 Land use around lakes and streams.

Land use zoning should be applied around the lakes and streams in Chelan County for the purpose of regulating the quality of water discharge to the lakes and streams. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.130 High population density.

Special attention shall be given to the problem of areas having an intermittent high population concentration. (Res. 392-E, August 21, 1967 at Vol. C page 471).

4.08.140 Plan for solid waste handling.

Chelan County should prepare and implement a county-wide plan for solid waste handling and disposal involving daily compaction and cover, elimination of burning and salvage, and protection against pollution of surface and ground water. (Res. 392-E, August 21, 1967 at Vol. C page 471).
