14.20.070 Water quality.

(1)    The water in all pools subject to this chapter shall at all times meet the following standards of quality:

(a)    Bacteriological Quality. Not more than fifteen percent (15%) of any series of samples, nor more than two (2) consecutive samples in any series of samples collected at times when the swimming pool is available for use, shall show the presence of bacteria of the coliform-derogenes group in any of the five (5) ten (10) milliliter portions examined. Not more than two (2) consecutive samples in any series of samples collected at times when the swimming pool is available for use, shall contain more than two hundred (200) bacteria per milliliter when incubated for twenty-four (24) hours on standard nutrient agar at thirty-five (35) degrees C. ±0.5 degrees C.

(b)    Water Clarity. At all times when the pool is in use the water shall be sufficiently clear to permit a black disc two (2) inches in diameter on a white field, when placed on the bottom of the pool at the deepest point, to be clearly visible from the walkways of the pool. When conditions are such that the test disc cannot be seen as specified, bather shall not be permitted in pool until the test can be complied with.

(c)    Chemical. The water in a swimming pool shall be maintained at all times in such alkaline condition that the pH value of the water in the pool shall be between 7.2 and 8.9. No chemicals or materials shall be added to any pool unless the use of such chemical or material has been approved by Clark County public health.

(2)    Analytical Methods. Samples shall be examined in accordance with the latest edition of Standard Methods of Water Analysis of the American Public Health Association by a laboratory approved for the purpose by the State Director of Health. Samples of water submitted to such laboratory shall be accompanied by all pertinent data requested on water sample information form accompanying official water sample bottles relative to the operation of the pool, indicating the condition prevailing at the time of collection of samples.

(3)    Collection of Samples. Clark County public health shall prescribe what series of samples of swimming pool water shall be collected and shall determine the frequency of samples necessary to assure that the water quality will meet the standards as set forth in subsection (1) of this section.
