24.12.030 Policy.

In order to carry out the purposes of this ordinance, it is declared to be the public policy of Clark County, Washington, to regulate and control solid waste management within the County by:

(1)    Designating the solid waste advisory commission as the body to make recommendations to the Board of County Commissioners and the jurisdictional board of health with respect to all solid waste management matters, and to carry out such specific duties as may be prescribed within this chapter;

(2)    Implementing the Clark County Solid Waste Management Plan.

(3)    Requiring owners and/or operators of all solid waste handling facilities within Clark County to obtain permits for the maintenance or operation of such facilities, and requiring that such permits be issued only after the health officer has determined that a solid waste handling facility or solid waste handling site is in conformity with the solid waste management plan.

(4)    Dividing solid waste handling facilities into major categories, and describing the conditions which must be met by each category of solid waste handling facility before it may lawfully engage in solid waste handling activities within Clark County, Washington.

(5)    Providing for the evaluation of new developments in solid waste handling, processing and disposal, and for recommending changes in the Clark County Solid Waste Management Program and ordinances.

(6)    Prescribing standards for the storage, transportation and disposal of wastes within Clark County by said citizens, and providing penalties for the failure to observe prescribed standards.

(7)    Providing for periodic monitoring of solid waste handling facilities to ensure compliance with this chapter and permits issued hereunder. (Sec. 3, Ord. No. 1978-02-01; amended by Sec. 13 of Ord. 1982-12-83)
