24.17.110 Verification and land use determination.
(1) In order to obtain a building permit for any property that is currently served by an OSS, the local building official may request that CCPH determine if the current OSS is adequate for the proposed use and is operating properly only when the building activity may interfere with any component or increase the effluent flow to the OSS. This requires:
(a) A desk review when sufficient records exist to evaluate potential impacts to the operation of the OSS or its reserve area;
(b) A desk review and field inspection if the OSS is not permitted or if there are insufficient records to make a determination; or
(c) A current O&M inspection per Section 24.17.170.
(i) Electronic location of drainfield components by a certified inspector may be required if CCPH deems this necessary to make a determination.
(d) If CCPH determines that there are no apparent barriers to the proposed building project in terms of the impact on the OSS or reserve area, they will issue a “release letter” to the building official so stating. Release letters shall be valid for one (1) year following date of issuance. If CCPH determines that the proposed building project would adversely impact the OSS or reserve area, a release letter will not be issued.
(2) Proposed Land Use Determinations. Alteration of existing lot lines, short plats, subdivisions and determination of adequacy required by local planning or building officials requires CCPH evaluation of the existing OSS for the proposed lot configuration. Every short subdivision as defined in this chapter shall comply with the provisions of any local regulation adopted pursuant to RCW 58.17.060.
(a) CCPH may determine adequacy by conducting a verification of the existing OSS. If the OSS is deemed inadequate or nonconforming, a replacement OSS may be required. (Sec. 12 of Ord. 2007-10-01)
