24.17.220 Septage management.

(1)    An individual shall be approved by the health officer as a qualified pumper before removing septage from an OSS. Certified pumpers shall meet all requirements of Section 24.17.240(3).

(2)    Persons removing septage from an OSS shall:

(a)    Assure that the truck septage tank will be fully closed and water-tight. The tank outlet device shall have a locking device properly placed to ensure sanitary dumping and to prevent any spillage or leakage of sewage. The suction hose shall be constructed of readily cleanable material and shall be kept in a clean and sanitary condition.

(b)    Assure that each vehicle used by a certified pumper for servicing OSSs shall be identified with a sign reading, “Clark County Public Health certification #______.” The letters and numbers of said sign shall be affixed on both sides of each vehicle at least one (1) inch in height and in a contrasting color to the vehicle color.

(c)    Electronically record and report septage removal to the health officer. Septage removal records shall be made available to the health officer upon request to verify volumes of septage pumped in Clark County.

(d)    Pay the required tipping fee monthly to CCPH, as defined in this chapter. A tipping fee will be required for wastes including septage, sewage and other wastes pumped from any on-site sewage system, vault toilet, holding tank, or privy, or other on-site sewage treatment or detention container. A tipping fee will not be required for wastes from step systems connected to a municipal sewage treatment system, waste from chemical toilets, or waste from intermediate holding tanks.

(e)    Dispose of septage at permitted facilities, or apply septage biosolids to land at permitted facilities, only in a manner consistent with applicable laws.

(f)    Assure that intermediate septage holding tanks shall meet the permit requirements of Section 24.17.120. (Sec. 23 of Ord. 2007-10-01)
