6.20.010 Establishment.
For the purpose of providing a supportive voice and operational assistance by concerned citizens regarding animal control, there is established an animal control advisory committee to assist and make recommendations relating to the Colville animal control program. (Ord. 1289 NS § 1, 2003).
6.20.020 Membership.
The committee shall consist of five members. Members of the Colville animal control advisory committee shall reside within the corporate city limits of the city of Colville, except that not more than one member of the committee may reside within the Stevens County limits and will be either a representative of the sheriff’s office or be a designee of the Stevens County commissioners, all members shall be appointed by the mayor and approved by the city council. The committee may consist of any combination of interested citizens. All members shall be committed to working with the city staff in a respectful and productive manner. (Ord. 1289 NS § 2, 2003).
6.20.030 Term.
Members shall serve staggered terms of three years, except that initial appointments to the committee shall be made for terms of from one to three years in such a manner that the fewest possible terms shall expire in one year. Thereafter, the term for each appointive member shall be three years. Vacancies shall be filled by the mayor for the unexpired term in the same manner as the original appointments. Members may be removed by the mayor, subject to the approval by the city council for failure to carry out assigned responsibilities or neglect of duty. (Ord. 1289 NS § 2, 2003).
6.20.040 Meetings.
The committee shall hold at least one meeting every month or as business dictates. All meetings shall be open to the public and minutes shall be taken at all meetings. A copy of all meeting minutes shall be provided to the mayor within 14 days of the last meeting. (Ord. 1289 NS § 2, 2003).
6.20.050 Officers.
The committee shall establish its own rules of procedure, and shall select from among its membership a chairperson, recording secretary and such other officers as may be necessary to conduct the committee’s business. (Ord. 1289 NS § 2, 2003).
6.20.060 Compensation.
Members of the committee shall serve without compensation. (Ord. 1289 NS § 2, 2003).
6.20.070 Staff support.
The police chief will designate a department liaison to the committee. (Ord. 1289 NS § 3, 2003).
6.20.080 Responsibilities.
A. The intent of this committee and the listed responsibilities would be to have the concurrence and agreement of the Colville police department, prior to any recommendation being presented to the city council.
B. Responsibilities. In collaboration with and under the direction of the police chief or designee, the animal control advisory committee shall have the following responsibilities:
1. To develop a written plan and make recommendations regarding animal shelter, budget, placement, length of impoundment and dissemination of information on animals available for adoption.
2. To support the animal control officer and other assigned city staff.
3. To actively pursue education of the public regarding animal control issues.
4. To identify possible solutions and make recommendations regarding issues surrounding animal control.
5. To assist with the ongoing financial support of the facility by pursuing grants and all other possible means of funding. Grant applications shall receive clearance by the mayor’s office prior to submittal.
6. To perform such other short-term support tasks as may from time to time be directed by the police chief. (Ord. 1289 NS § 4, 2003).
6.20.090 Sunset clause.
The council of the city of Colville hereby provides that Ordinance No. 1289 NS establishing the animal control advisory committee will be extended and remain in full force indefinitely. (Ord. 1356 NS § 1, 2006; Ord. 1289 NS § 5, 2003).
