13.08.010 Bills – Mailed or delivered when.

All city water service bills shall be mailed or delivered to the customer at the address listed on the water service account record on or before the last working day of each month. (Prior code § 7.06.010).

13.08.020 Bills – Payment date – Late fee.

Repealed by Ord. 1268 NS. (Ord. 1185 NS § 1, 1999; prior code § 7.06.020).

13.08.030 Accounts considered delinquent when.

All accounts with an unpaid balance after the tenth day of the month following mailing or delivery of the water service bills shall be considered delinquent. (Prior code § 7.06.030).

13.08.040 Delinquent accounts – Notice required – Contents.

A. If a water service account has been delinquent for 30 or more days, the city treasurer shall mail a delinquency notice to the customer at the address listed on the water service account records.

B. The notice shall state that the account is delinquent, the amount of the delinquency, and that unless the delinquency is paid in full, with postage prepaid, that water service will be terminated 30 days after the mailing date of the delinquency notice without further notice.

C. Delinquency notices shall be mailed with postage prepaid, or delivered personally. (Prior code § 7.06.040).

13.08.050 Delinquent accounts – Service discontinuance.

If a water service account remains unpaid for 30 days following the mailing of the delinquency notice, the city treasurer shall notify the water superintendent of said delinquency in writing. Upon receipt of the notice, the superintendent, or his designate, shall disconnect water service to the premises for which the delinquency exists; provided, that no water service shall be disconnected between 4:00 p.m. Thursday and 8:00 a.m. Monday. (Prior code § 7.06.060).

13.08.055 Delinquent accounts – New account or service prohibited.

Repealed by Ord. 1268 NS. (Ord. 918 NS § 1, 1984).

13.08.060 Service re-establishment requirements – Fees.

To re-establish water service to premises which have been disconnected because of nonpayment of a delinquent account, the customer shall first pay to the city treasurer the full amount of the delinquency stated in the delinquency notice together with a $10.00 service connection fee which shall be assessed and collected by the treasurer to cover the expense incurred by the city in reconnecting water service. (Prior code § 7.06.070).

13.08.070 Applicability.

This chapter shall not apply to instances in which the city is required to discontinue water services for repairs, extensions, or other necessary purposes as set forth in CMC 13.04.180. (Prior code § 7.06.080).
